Amends various acts relating to the governance of public universities in Illinois. Provides that, no later than July 1, 2020, each university must develop an automated text message program for use by the university's office of admissions to notify individuals who have been granted admission into the university of any dates or deadlines that are critical to their enrollment and financial aid eligibility. Requires the program to include an automatic opt-out option for individuals who prefer to not receive automated text messages from the university. Repeals the provision on July 1, 2024. Effective July 1, 2019.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The University of Illinois Act is amended by adding Section 105 as follows:

(110 ILCS 305/105 new)

Sec. 105. Automated text message program.

(a) No later than July 1, 2020, the University must develop an automated text message program for use by the University's office of admissions to notify individuals who have been granted admission into the University of any dates or deadlines that are critical to their enrollment and financial aid eligibility. The program must include an automatic opt-out option for individuals who prefer not to receive automated text messages from the University.

(b) This Section is repealed on July 1, 2024.

Section 10. The Southern Illinois University Management Act is amended by adding Section 90 as follows:

Sec. 90. Automated text message program.

(a) No later than July 1, 2020, the University must develop an automated text message program for use by the University's office of admissions to notify individuals who have been granted admission into the University of any dates or deadlines that are critical to their enrollment and financial aid eligibility. The program must include an automatic opt-out option for individuals who prefer not to receive automated text messages from the University.

(b) This Section is repealed on July 1, 2024.

Section 15. The Chicago State University Law is amended by adding Section 5-200 as follows:

(110 ILCS 660/5-200 new)

Sec. 5-200. Automated text message program.

(a) No later than July 1, 2020, the University must develop an automated text message program for use by the University's office of admissions to notify individuals who have been granted admission into the University of any dates or deadlines that are critical to their enrollment and financial aid eligibility. Section 20. The Eastern Illinois University Law is amended by adding Section 10-200 as follows:

Section 35. The Northeastern Illinois University Law is amended by adding Section 25-200 as follows:

Section 45. The Western Illinois University Law is amended by adding Section 35-205 as follows:

Section 99. Effective date. This Act takes effect July 1, 2019.
