AMENDMENT TO SENATE BILL 2091

AMENDMENT NO. ______. Amend Senate Bill 2091, AS AMENDED, with reference to page and line numbers of Senate Amendment No. 2, as follows:

on page 2, by replacing lines 5 through 20 with the following:

""Eligible postsecondary institution" means any public institution in this State, including the University of Illinois, Southern Illinois University, Chicago State University, Eastern Illinois University, Governors State University, Illinois State University, Northeastern Illinois University, Northern Illinois University, and Western Illinois University, any public community college in this State, or any other public university, college, or community college now or hereafter established or authorized by the General Assembly.

"Eligible postsecondary program" means a program that includes a curriculum of courses to maintain a classroom role in any child care or early childhood education setting, leading to a Child Development certificate or associate degree (CDA), an associate or bachelor's degree in Early Childhood Education (ECE), or a Professional Educator License (PEL)."; and

on page 3, by replacing lines 3 through 8 with the following:

"to all eligible child care workers seeking to enroll in an eligible postsecondary program at an eligible postsecondary institution. All of the following terms and conditions"; and

on page 3, by replacing lines 12 through 15 with the following:

"certificate, (ii) be admitted to and enrolled in an eligible postsecondary program at an eligible postsecondary institution, and (iii) have an individually adjusted gross income equal to or less than $65,000."; and

by replacing line 25 on page 3 through line 6 on page 4 with the following:

"cost of tuition and mandatory fees at an eligible postsecondary institution or eligible postsecondary program attended, less all other student aid. Student aid shall be credited first to"; and

on page 4, by replacing lines 12 through 15 with the following:

"required books and supplies, lab fees, and activity fees. Each eligible postsecondary institution or eligible postsecondary program must annually report to the Commission its"; and

on page 4, by replacing lines 18 and 19 with the following:

"renewals until (i) he or she has earned a bachelor's degree in ECE, (ii) he or she obtains a Professional Educator License, or (iii) 8 years have passed from the date of the student's initial receipt of a grant under this program."; and

on page 4, by replacing lines 23 through 25 with the following:

"setting for the same period of time in which he or she received funding under the program. If the student fails to fulfill this requirement, the student must repay the total grant amount awarded"; and

on page 5, immediately below line 7, by inserting the following:

"The Commission must adopt rules, in consultation with the Early Childhood Workforce Free College Advisory Committee created under subsection (e), on the distribution of grants under this subsection.".
