| 1 | AMENDMENT TO SENATE BILL 2278

| 2 | AMENDMENT NO. ______. Amend Senate Bill 2278 on page 4, | ||||||
| 3 | immediately below line 5, by inserting the following:
| ||||||
| 4 | "Section 35. Community College Athlete Name, Image, and | ||||||
| 5 | Likeness Task Force. | ||||||
| 6 | (a) The Executive Director of the Illinois Community | ||||||
| 7 | College Board shall convene a Community College Athlete Name, | ||||||
| 8 | Image, and Likeness Task Force. The Task Force shall be | ||||||
| 9 | composed of all of the following members, who shall serve | ||||||
| 10 | without compensation but shall be reimbursed for their | ||||||
| 11 | reasonable and necessary expenses from funds appropriated to | ||||||
| 12 | the Illinois Community College Board for that purpose, | ||||||
| 13 | including travel, subject to the rules of the appropriate | ||||||
| 14 | travel control board: | ||||||
| 15 | (1) One member appointed by the President of the | ||||||
| 16 | Senate. | ||||||
| 17 | (2) One member appointed by the Speaker of the House of | ||||||

| |||||||
| 1 | Representatives. | ||||||
| 2 | (3) One member appointed by the Executive Director of | ||||||
| 3 | the Illinois Community College Board. | ||||||
| 4 | (4) One member appointed by the Governor. | ||||||
| 5 | (5) A public community college student who | ||||||
| 6 | participates in intercollegiate athletics appointed by the | ||||||
| 7 | Executive Director of the Illinois Community College | ||||||
| 8 | Board. | ||||||
| 9 | (6) A public community college athletic administrator | ||||||
| 10 | appointed by the Executive Director of the Illinois | ||||||
| 11 | Community College Board. | ||||||
| 12 | (7) A public community college athletic coach | ||||||
| 13 | appointed by the Executive Director of the Illinois | ||||||
| 14 | Community College Board. | ||||||
| 15 | All appointments to the Task Force shall be completed on or | ||||||
| 16 | before December 1, 2021. | ||||||
| 17 | (b) The Task Force shall meet initially at the call of the | ||||||
| 18 | Executive Director of the Illinois Community College Board, | ||||||
| 19 | shall elect a chairperson and vice chairperson from among the | ||||||
| 20 | Task Force's members at its initial meeting, and shall | ||||||
| 21 | thereafter meet at the call of the chairperson. The Task Force | ||||||
| 22 | shall meet at least twice. A quorum shall consist of a majority | ||||||
| 23 | of the Task Force's members. The Illinois Community College | ||||||
| 24 | Board shall provide administrative and other support to the | ||||||
| 25 | Task Force. | ||||||
| 26 | (c) The Task Force shall do both of the following: | ||||||

| 1 | (1) Review regional athletic conference bylaws, State | ||||||
| 2 | and federal laws, and national athletic association bylaws | ||||||
| 3 | regarding the use of a community college student's name, | ||||||
| 4 | image, or likeness for compensation if he or she | ||||||
| 5 | participates in intercollegiate athletics. | ||||||
| 6 | (2) On or before December 1, 2022, submit a report to | ||||||
| 7 | the Executive Director of the Illinois Community College | ||||||
| 8 | Board, the Governor, and the General Assembly, as provided | ||||||
| 9 | in Section 3.1 of the General Assembly Organization Act, | ||||||
| 10 | containing the Task Force's findings and policy | ||||||
| 11 | recommendations. | ||||||
| 12 | (d) Upon submission of its report under paragraph (2) of | ||||||
| 13 | subsection (c), the Task Force is dissolved. | ||||||
| 14 | (e) This Section is repealed on December 1, 2023.".
