| 1 | | AN ACT concerning local government.
|
| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:
|
| 4 | | Section 5. The Public Officer Prohibited Activities Act is |
| 5 | | amended by adding Section 5 as follows:
|
| 6 | | (50 ILCS 105/5 new) |
| 7 | | Sec. 5. Use of public funds for lobbyists. |
| 8 | | (a) As used in this Section, "lobbyist" and "lobbying |
| 9 | | entity" have the meanings given to those terms in Section 2 of |
| 10 | | the Lobbyist Registration Act. |
| 11 | | (b) A unit of local government may not use public funds to |
| 12 | | pay a lobbyist or lobbying entity. |
| 13 | | (c) A home rule unit may not expend public funds in a |
| 14 | | manner inconsistent with this Section. This Section is a |
| 15 | | limitation under subsection (i) of Section 6 of Article VII of |
| 16 | | the Illinois Constitution on the concurrent exercise by home |
| 17 | | rule units of powers and functions exercised by the State.
