AMENDMENT TO SENATE BILL 2364

2    AMENDMENT NO. ______. Amend Senate Bill 2364 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The School Code is amended by adding Section
52-3.182 as follows:
 
6    (105 ILCS 5/2-3.182 new)
7    Sec. 2-3.182. Homeless student pilot program.
8    (a) In this Section, "School" means the Ryan Banks Academy.
9    (b) The State Board of Education shall establish and
10maintain at the School during the 2020-2021, 2021-2022, and
112022-2023 school years a pilot program for at-risk homeless
12students or housing-unstable students who are exposed to trauma
13or violence as described in this Section.
14    (c) The School shall maintain a location in a municipality
15with a population greater than 1,000,000 and serve at-risk
16children who:

1        (1) qualify for free or reduced lunch;
2        (2) are homeless or come from housing-unstable homes;
3    and
4        (3) have exposure to violence or trauma.
5    (d) The School must have or establish a curriculum that
6provides School students through the pilot program an immersing
7and innovative educational experience, including, but not
8limited to:
9        (1) individualized pathways for learning;
10        (2) social and emotional learning; and
11        (3) experiential focus.
12    (e) The School must have or establish a partnership with an
13Illinois college or university that provides STEM education to
14provide a pathway for School students through the pilot program
15that:
16        (1) provides mentoring to all students;
17        (2) provides an opportunity for scholarships to
18    students at the School; and
19        (3) begins in grade 7 and continues through to an
20    undergraduate degree at an Illinois college or university.
21    (f) The following are the goals of the pilot program:
22        (1) Provide safety and stability to educate students
23    who have needs that are currently not being met by Chicago
24    Public Schools, including, but not limited to, needs
25    related to poverty, trauma, exposure to violence, and
26    homelessness or unstable housing.

1        (2) Support policies of the State of Illinois to
2    provide excellence in mathematics and science education in
3    order to nourish an informed citizenry, ensure
4    technological skills for Illinois' work force, and assist
5    in the preparation of professionals to serve the interests
6    of Illinois in such fields as engineering, research,
7    teaching, and computer technology.
8    (g) On or before June 1, 2022, the State Board of Education
9shall report its recommendation for expansion, revision, or
10discontinuation of the pilot program to the Governor and the
11General Assembly.
12    (h) This Section is repealed on June 1, 2023.
 
13    Section 99. Effective date. This Act takes effect upon
14becoming law.".
