| 1 | | Unified Code of Corrections or escape from the custody of a |
| 2 | | sheriff or law enforcement officer or agency. |
| 3 | | (b) The Illinois State Police shall inform all persons that |
| 4 | | are within a radius of 100 square miles of the correctional |
| 5 | | institution or facility or sheriff's office or law enforcement |
| 6 | | agency from which the person has escaped, through electronic |
| 7 | | communication devices, electronic messages signs on State |
| 8 | | highways, and any other medium deemed necessary by the Illinois |
| 9 | | State Police. |
| 10 | | (c) Subject to appropriation, the Illinois State Police, in |
| 11 | | coordination with the Department of Corrections, shall develop |
| 12 | | and implement a community outreach program to promote awareness |
| 13 | | of the Blue Alert Advisory Program among applicable entities, |
| 14 | | including, but not limited to, chiefs of police, county |
| 15 | | sheriffs, and correctional institutions or facilities. |
| 16 | | (d) The Illinois State Police shall establish an Escape |
| 17 | | Search Task Force no later than 90 days after the effective |
| 18 | | date of this amendatory Act of the 101st General Assembly to |
| 19 | | assist the Illinois State Police in development and deployment |
| 20 | | of the Blue Alert Advisory Program. The Task Force shall |
| 21 | | establish the criteria, which may include usage of Department |
| 22 | | of Transportation signs, under Section 2705-505.6 of the |
| 23 | | Department of Transportation Law of the Civil Administrative |
| 24 | | Code of Illinois. The Task Force shall monitor and review the |
| 25 | | implementation and operation of that program, including |
| 26 | | procedures, budgetary requirements, standards, and minimum |

| 1 | | requirements for the training of law enforcement personnel on |
| 2 | | how to interact appropriately and effectively with escaped |
| 3 | | persons. The Task Force shall also develop additional network |
| 4 | | and financial resources for use in the system. The Task Force |
| 5 | | shall include, but is not limited to, one representative from |
| 6 | | each of the following: |
| 7 | | (1) the Illinois State Police; |
| 8 | | (2) the Department of Corrections; |
| 9 | | (3) the Illinois Law Enforcement Training Standards |
| 10 | | Board; |
| 11 | | (4) the Illinois Emergency Management Agency; |
| 12 | | (5) the Secretary of State; |
| 13 | | (6) the Department of Transportation; |
| 14 | | (7) the Illinois State Toll Highway Authority; |
| 15 | | (8) a State organization dedicated to enhancing |
| 16 | | communication and cooperation between sheriffs; |
| 17 | | (9) a State association of police chiefs and other |
| 18 | | leaders of police and public safety organizations; |
| 19 | | (10) a State association representing Illinois |
| 20 | | publishers; |
| 21 | | (11) a State association that advocates for the |
| 22 | | broadcast industry; |
| 23 | | (12) a representative of a large wireless telephone |
| 24 | | carrier; and |
| 25 | | (13) a representative of a small wireless telephone |
| 26 | | carrier. |

| 1 | | (e) The members of the Task Force designated in paragraphs |
| 2 | | (1) through (7) of subsection (d) shall be appointed by the |
| 3 | | head of the respective agency. The members of the Task Force |
| 4 | | designated in paragraphs (8) through (13) of subsection (d) |
| 5 | | shall be appointed by the Director of the Illinois State |
| 6 | | Police. The Director of the Illinois State Police, or his or |
| 7 | | her designee, shall serve as Chair of the Task Force. |
| 8 | | (f) The Task Force shall meet at least twice a year and |
| 9 | | shall provide a report on the operations of the Blue Alert |
| 10 | | Advisory Program to the General Assembly and the Governor each |
| 11 | | year by June 30. |
| 12 | | (g) The Blue Alert Advisory Coordinator is created under |
| 13 | | the Illinois State Police. The Blue Alert Advisory Coordinator |
| 14 | | shall, in conjunction with the members of the Task Force, |
| 15 | | assist the Illinois State Police and the Escape Search Task |
| 16 | | Force in the establishment of State standards and monitor the |
| 17 | | availability of federal and private funding that may become |
| 18 | | available to further the objectives of Blue Alert Advisory |
| 19 | | Program. The Illinois State Police shall provide technical |
| 20 | | assistance for the Coordinator from its existing resources. |
| 21 | | (h) The Illinois State Police shall provide administrative |
| 22 | | and other support to the Task Force. |
| 23 | | Section 10. The Department of Transportation Law of the
|
| 24 | | Civil Administrative Code of Illinois is amended by adding |
| 25 | | Section 2705-505.7 as follows: |

| 2 | | Sec. 2705-505.7. Blue Alert Advisory message signs. The |
| 3 | | Department of Transportation shall coordinate with the |
| 4 | | Illinois State Police in the use of electronic message signs on |
| 5 | | roads and highways to immediately provide critical information |
| 6 | | to the public concerning escaped persons, as allowed by federal |
| 7 | | guidelines.

| 8 | | Section 99. Effective date. This Act takes effect upon |
| 9 | | becoming law.".
