AMENDMENT TO SENATE BILL 3280 




2    AMENDMENT NO. ______. Amend Senate Bill 3280 by replacing 
3everything after the enacting clause with the following:

 
4    "Section 5. The Secretary of State Act is amended  by adding 
5Section 21 as follows:
 
6    (15 ILCS 305/21 new)
7    Sec. 21. Secondary form of identification. Notwithstanding 
8any provision of law to the contrary, in addition to any form 
9of identification which may be issued by the Secretary of 
10State, including an identification card issued under the 
11Illinois Identification Card Act or an Illinois driver's 
12license, a municipal identification card shall be considered an 
13acceptable secondary form of identification. For the purposes 
14of this Section, "municipal identification card" means a photo 
15identification card that is issued by a municipality in 
16accordance with its ordinances or codes that consists of the

1photo, name, and address of the card holder.
 
2    Section 10. The Civil Administrative Code of Illinois is 
3amended  by adding Section 5-730 as follows:
 
4    (20 ILCS 5/5-730 new)
5    Sec. 5-730. Acceptable forms of identification for 
6applications. For applications for services as may be provided 
7by any department created under this Code, a municipal 
8identification card shall be considered an acceptable 
9secondary form of identification if such identification is 
10required by an applicable department. Nothing in this Section 
11shall be construed as to allow a municipal identification card 
12to be used as an applicant's primary form of identification. 
13For the purposes of this Section, "municipal identification 
14card" means a photo identification card that is issued by a 
15municipality in accordance with its ordinances or codes that 
16consists of the photo, name, and address of the card holder.
 
17    Section 15. The Department of Central Management Services 
18Law of the
Civil Administrative Code of Illinois is amended  by 
19adding Section 405-535 as follows:
 
20    (20 ILCS 405/405-535 new)
21    Sec. 405-535. State building municipal identification card 
22access. Any State-owned building that requires the display of a

1State-issued identification card for the purpose of gaining 
2access to the premises shall, in addition to other acceptable 
3forms of identification, accept the use of any municipal 
4identification card as an acceptable form of identification for 
5the purpose of entering the premises. For the purposes of this 
6Section, "municipal identification card" means a photo 
7identification card that is issued by a municipality in 
8accordance with its ordinances or codes that consists of the 
9photo, name, and address of the card holder.".
