| 6 | | districts shall form new school districts but only with other |
| 7 | | high school districts, notwithstanding any referendum |
| 8 | | requirements or any other laws to the contrary. The State Board |
| 9 | | of Education shall facilitate the creation of the new school |
| 10 | | districts by providing".
