AMENDMENT TO SENATE BILL 3573 




2    AMENDMENT NO. ______. Amend Senate Bill 3573 by replacing 
3everything after the enacting clause with the following:


 
4    "Section 1. Short title. This Act may be cited as the 
5Judicial Quality Act.
 
6    Section 5. Education and training program.  Subject to 
7appropriation, the Administrative Office of the Illinois 
8Courts may develop and implement an ongoing education and 
9training program for judges and relevant court personnel, 
10including guardians ad litem, regarding domestic violence, 
11child abuse, racial bias in sentencing, cultural competency, 
12and the impact of trauma on youth brain development. The 
13education and training program shall:
14        (1) be conducted quarterly;
15        (2) include the latest, best practices from 
16    evidence-based and peer-reviewed research;

1        (3) be designed to improve the ability of courts to 
2    recognize and respond to the impact of child abuse, 
3    domestic violence, racial bias in sentencing, and trauma on 
4    all victims, specifically youth; and
5        (4) include hearing live testimony from people who have 
6    been sentenced to 20 years or more on the impact of 
7    long-term sentencing and incarceration.
8    Documentation showing completion of classes shall be 
9available to the public upon request and recorded with the 
10Administrative Office of the Illinois Courts.".
