| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:

| 4 | | Section 5. The School Code is amended by changing Section |
| 5 | | 1C-2 as follows:
|
| 6 | | (105 ILCS 5/1C-2)
|
| 7 | | Sec. 1C-2. Block grants.
|
| 8 | | (a) For fiscal year 1999, and each fiscal year thereafter, |
| 9 | | the State Board
of Education shall award to school districts |
| 10 | | block grants as described in subsection
(c). The State Board of |
| 11 | | Education may adopt
rules and regulations necessary to |
| 12 | | implement this Section. In accordance with
Section 2-3.32, all |
| 13 | | state block grants are subject to an audit. Therefore,
block |
| 14 | | grant receipts and block grant expenditures shall be recorded |
| 15 | | to the
appropriate fund code.

| 16 | | (b) (Blank).
|
| 17 | | (c) An Early Childhood Education Block Grant shall be |
| 18 | | created by combining
the following programs: Preschool |
| 19 | | Education, Parental Training and Prevention
Initiative. These |
| 20 | | funds shall be distributed to school districts and other
|
| 21 | | entities on a competitive basis, except that the State Board of |
| 22 | | Education shall award to a school district having a population |
| 23 | | exceeding 500,000 inhabitants 37% of the funds in each fiscal |
|

| 1 | | year. Not less than 14% of the Early Childhood Education Block |
| 2 | | Grant allocation of funds
shall be used to
fund programs for |
| 3 | | children ages 0-3. Beginning in Fiscal Year 2016, at least 25% |
| 4 | | of any additional Early Childhood Education Block Grant funding |
| 5 | | over and above the previous fiscal year's allocation shall be |
| 6 | | used to fund programs for children ages 0-3. Once the |
| 7 | | percentage of Early Childhood Education Block Grant funding |
| 8 | | allocated to programs for children ages 0-3 reaches 20% of the |
| 9 | | overall Early Childhood Education Block Grant allocation for a |
| 10 | | full fiscal year, thereafter in subsequent fiscal years the |
| 11 | | percentage of Early Childhood Education Block Grant funding |
| 12 | | allocated to programs for children ages 0-3 each fiscal year |
| 13 | | shall remain at least 20% of the overall Early Childhood |
| 14 | | Education Block Grant allocation. However, if, in a given |
| 15 | | fiscal year, the amount appropriated for the Early Childhood |
| 16 | | Education Block Grant is insufficient to increase the |
| 17 | | percentage of the grant to fund programs for children ages 0-3 |
| 18 | | without reducing the amount of the grant for existing providers |
| 19 | | of preschool education programs, then the percentage of the |
| 20 | | grant to fund programs for children ages 0-3 may be held steady |
| 21 | | instead of increased. |
| 22 | | Beginning with the 2020-2021 school year, Early Childhood |
| 23 | | Education Block Grant funds provided under this Section may be |
| 24 | | used for developmental disability evaluations.
