| 2 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL |
| 3 | | ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES |
| 4 | | CONCURRING HEREIN, that we urge the Illinois Department of |
| 5 | | Transportation to take the following steps to advance |
| 6 | | implementation of the State's Complete Streets Law and 2012 |
| 7 | | bicycle plan: |
| 8 | | (1) Reform the IDOT project development processes to |
| 9 | | prioritize the safety of nonmotorized users and always
include |
| 10 | | biking and walking facilities in state transportation projects |
| 11 | | where there is need; |
| 12 | | (2) Reform IDOT policies to support building more and |
| 13 | | better biking and walking facilities on State routes; |
| 14 | | (3) Revise State roadway design manuals to encourage |
| 15 | | designs that slow traffic to safe speeds in areas with
high |
| 16 | | numbers of people walking and biking; |
| 17 | | (4) Eliminate the requirement for local governments to |
| 18 | | provide matching funds for Complete Streets features
like |
| 19 | | sidewalks, pedestrian refuge islands, and bike lanes on State |
| 20 | | routes; |
| 21 | | (5) Conduct an evaluation of the implementation of the |
| 22 | | State's Complete Streets policy,
filling gaps in pedestrian |
| 23 | | sidewalk and intersection design policies and analyzing the |
| 24 | | equitable
distribution of facilities in low-income |
| 25 | | communities; |
