| 2 | WHEREAS, The members of the Illinois Senate are saddened to | ||||||
| 3 | learn of the death of Richard Thomas Dunn of Carmel, | ||||||
| 4 | California, who passed away on April 24, 2019; and
| ||||||
| 5 | WHEREAS, Richard Dunn was born in Normal to Richard Francis | ||||||
| 6 | Dunn and Clara Phoebe Huxtable on August 21, 1918; he attended | ||||||
| 7 | high school in Normal and earned his bachelor of arts degree at | ||||||
| 8 | the University of Illinois Urbana-Champaign in 1940; he served | ||||||
| 9 | for over 30 years as a commissioned officer in the U.S. Army, | ||||||
| 10 | which included over five years of extended active duty during | ||||||
| 11 | World War II, another two years during the Korean War, and a | ||||||
| 12 | short inspection tour in Vietnam in 1969; after World War II, | ||||||
| 13 | he returned to the College of Law at the University of Illinois | ||||||
| 14 | and earned a Juris Doctor; he was admitted to the practice of | ||||||
| 15 | law in the State of Illinois on January 20, 1947; he was | ||||||
| 16 | subsequently admitted to practice before the United States | ||||||
| 17 | District, Circuit, and Supreme courts; and | ||||||
| 18 | WHEREAS, In 1963, Richard Dunn was appointed as a brigadier | ||||||
| 19 | general of the line in the Illinois Army National Guard and as | ||||||
| 20 | a brigadier general in the U.S. Army; he served in that | ||||||
| 21 | position until his retirement in 1970; his last duty assignment | ||||||
| 22 | was as commanding general, Emergency Operation Headquarters, | ||||||
| 23 | Illinois Army National Guard, from March 1968 until July 4, | ||||||

| 1 | 1970, during which time he commanded all troops during six | ||||||
| 2 | civil disturbances, which included the riots in Chicago that | ||||||
| 3 | followed Martin Luther King Jr.'s assassination, the | ||||||
| 4 | demonstrations and rioting during the Democratic National | ||||||
| 5 | Convention of 1968, and a disturbance at the Urbana-Champaign | ||||||
| 6 | campus of the University of Illinois in March of 1970; and | ||||||
| 7 | WHEREAS, Following adoption of the Illinois Constitution | ||||||
| 8 | of 1970, Richard Dunn was one of three lawyers appointed to | ||||||
| 9 | serve on the newly created Judicial Inquiry Board; he was | ||||||
| 10 | elected by the nine board members as the first permanent | ||||||
| 11 | chairman of the board; and | ||||||
| 12 | WHEREAS, In 1982, Richard Dunn was appointed by the | ||||||
| 13 | Illinois Supreme Court as a member of its Committee on | ||||||
| 14 | Professional Responsibility; in 1985, he was appointed by the | ||||||
| 15 | court as chairman of the committee; he continued to serve on | ||||||
| 16 | the committee until December 31, 1996; and
| ||||||
| 17 | WHEREAS, In 1998, the McLean County Bar Association awarded | ||||||
| 18 | Richard Dunn the Lincoln Award of Excellence in recognition of | ||||||
| 19 | dedicated service for the public good and the highest standards | ||||||
| 20 | of legal professionalism; earlier in his career, he served as | ||||||
| 21 | legal counsel of the Board of Governors of State Colleges and | ||||||
| 22 | Universities; he closed his practice in December 2000; and | ||||||

| 1 | WHEREAS, Richard Dunn was active in community, civic, and | ||||||
| 2 | church activities; he served as president of the Bloomington | ||||||
| 3 | Association of Commerce and as a director and regional vice | ||||||
| 4 | president of the Illinois State Chamber of Commerce; he | ||||||
| 5 | participated in parish and diocesan lay activities, which | ||||||
| 6 | included a parish program that raised over $1,100,000 for | ||||||
| 7 | construction of three Catholic grade schools in | ||||||
| 8 | Bloomington-Normal; he was named by the bishop of the Roman | ||||||
| 9 | Catholic Diocese of Peoria as the first president of a newly | ||||||
| 10 | established Diocesan Council of Catholic Men; and
| ||||||
| 11 | WHEREAS, Richard Dunn was preceded in death by his wife of | ||||||
| 12 | over 45 years, Julienne Biasi Dunn; his sister, Emily Dunn Scot | ||||||
| 13 | Dale; and his brother, Robert Dunn; and
| ||||||
| 14 | WHEREAS, Richard Dunn is survived by his wife of over 33 | ||||||
| 15 | years, Virginia B. Dunn; his son, Richard (Kathleen) Dunn; his | ||||||
| 16 | daughter, Patricia (Laurence) Hundman; his son, Mark (Martha) | ||||||
| 17 | Dunn; his son, David (Lisa) Dunn; his stepson, Peter B. | ||||||
| 18 | (Stacey) Evans; 20 grandchildren; and 40 great-grandchildren; | ||||||
| 19 | therefore, be it

| 20 | RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL | ||||||
| 21 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | ||||||
| 22 | Richard Thomas Dunn and extend our sincere condolences to his | ||||||
| 23 | family, friends, and all who knew and loved him; and be it | ||||||
