SENATE RESOLUTION

WHEREAS, The members of the Illinois Senate are saddened to learn of the death of Herbert D. "Herb" Black of Rock Island, who passed away on September 1, 2019; and

WHEREAS, Herb Black was born in Moline to Herbert H. and Mary Jane (Scheuermann) Black on January 4, 1951; he served in the United States Army; he married Ernestine "Tina" Hook in Moline on December 18, 1976; and

WHEREAS, Herb Black retired from the Rock Island School District, where he worked as a custodian; and

WHEREAS, Herb Black was a member of Quad Cities Canine Assistance Network, Inc. (QCCAN) and Trinity Caring Canines; he was involved in the Order of the Arrow and received the Wood Badge Award and the Vigil Honor; he was active with the Boy Scouts for 23 years and served as Scout Master and Cub Master for Pack and Troop 216; he was also involved with the Girl Scounts for 18 years and was awarded the Appreciation Pin and the Honor Pin; he was proud of his Eagle Scout sons and his Gold Award daughter; he enjoyed woodworking, decorating his golf cart for different local parades, and riding and customizing his Harley motorcycle; and

WHEREAS, Herb Black was preceded in death by his parents; his stepfather, Donald Hartkop; and his stepmother, Irma Black; and

WHEREAS, Herb Black is survived by his wife, Tina; his children, Luke (Amanda) Black, Adhamh (Karla) Black, Cody (Amanda Dayton) Black, and Jennelle Black; his grandchildren, Gavin and Jacqueline Black; his sisters, Cheryl (John) Frost and Candace (Dave) Daker; and his brother, James (Stacy) Hartkop; therefore, be it

RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of Herbert D. "Herb" Black and extend our sincere condolences to his family, friends, and all who knew and loved him; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of Herb Black as an expression of our deepest sympathy.
