| 2 | WHEREAS, The members of the Illinois Senate are saddened to | ||||||
| 3 | learn of the death of William E. "Wild Bill" Dugan of Hancock, | ||||||
| 4 | Maryland who passed away on January 10, 2020; and
| ||||||
| 5 | WHEREAS, William Dugan was born on August 16, 1933; he grew | ||||||
| 6 | up in West Virginia; he enlisted in the U.S. Army, serving | ||||||
| 7 | three tours in Korea with the 82nd Airborne Division as a | ||||||
| 8 | paratrooper; after returning to the U.S., he moved to Chicago | ||||||
| 9 | with his uncle; and
| ||||||
| 10 | WHEREAS, In Chicago, William Dugan joined the | ||||||
| 11 | International Union of Operating Engineers Local 150, working | ||||||
| 12 | as an equipment operator; he served as a business agent for the | ||||||
| 13 | union from 1965 to 1984; he was elected Local 150's President | ||||||
| 14 | Business Manager in 1986, a position he held until his | ||||||
| 15 | retirement in 2008; he created the Local 150 Organizing | ||||||
| 16 | Department and convinced the union's membership to establish an | ||||||
| 17 | administrative dues structure to fund it; he helped negotiate | ||||||
| 18 | significant wage and benefit increases in Heavy Highway and | ||||||
| 19 | Building Agreements, which lasted until 2010; he established | ||||||
| 20 | the Local 150 Legal Department in 2002; he convinced the union | ||||||
| 21 | to increase dues in order to build the Wilmington training site | ||||||
| 22 | in 2004, which opened in 2007 and was named for him after his | ||||||
| 23 | retirement; he was also the former owner of the Old Country | ||||||

| 1 | Music Inn; and
| ||||||
| 2 | WHEREAS, William Dugan was appointed to the Illinois State | ||||||
| 3 | Toll Highway Authority by then Governor Jim Thompson; he also | ||||||
| 4 | served on the Executive Board of the Chicago Federation of | ||||||
| 5 | Labor and as a General Vice President of the International | ||||||
| 6 | Union of Operating Engineers; and
| ||||||
| 7 | WHEREAS, William Dugan was a lifelong Republican; he was an | ||||||
| 8 | avid hunter and outdoorsman; he was also a Chicago Bears | ||||||
| 9 | football fan; and
| ||||||
| 10 | WHEREAS, William Dugan was preceded in death by his | ||||||
| 11 | brother, Roger Dugan; and
| ||||||
| 12 | WHEREAS, William Dugan is survived by his wife, Dorothy | ||||||
| 13 | "Dottie" (Lynch) Dugan; his daughters, Billie Jean Fischer and | ||||||
| 14 | Lisa Weller; his grandchildren, Brandon William Fischer and | ||||||
| 15 | Luke Weller; his great-grandchildren, Natalie Fischer and | ||||||
| 16 | Brandon William Fischer Jr.; his siblings, Joy, Dellan, Gary, | ||||||
| 17 | Larry, and Hal; his many nieces and nephews; and his pet, | ||||||
| 18 | Buster; therefore, be it
| ||||||
| 19 | RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL | ||||||
| 20 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | ||||||
| 21 | William E. "Wild Bill" Dugan and extend our sincere condolences | ||||||

| 1 | to his family, friends, and all who knew and loved him; and be | ||||||
| 2 | it further

| 3 | RESOLVED, That a suitable copy of this resolution be | ||||||
