SENATE RESOLUTION

WHEREAS, The members of the Illinois Senate are saddened to learn of the death of William E. "Wild Bill" Dugan of Hancock, Maryland who passed away on January 10, 2020; and

WHEREAS, William Dugan was born on August 16, 1933; he grew up in West Virginia; he enlisted in the U.S. Army, serving three tours in Korea with the 82nd Airborne Division as a paratrooper; after returning to the U.S., he moved to Chicago with his uncle; and

WHEREAS, In Chicago, William Dugan joined the International Union of Operating Engineers Local 150, working as an equipment operator; he served as a business agent for the union from 1965 to 1984; he was elected Local 150's President Business Manager in 1986, a position he held until his retirement in 2008; he created the Local 150 Organizing Department and convinced the union's membership to establish an administrative dues structure to fund it; he helped negotiate significant wage and benefit increases in Heavy Highway and Building Agreements, which lasted until 2010; he established the Local 150 Legal Department in 2002; he convinced the union to increase dues in order to build the Wilmington training site in 2004, which opened in 2007 and was named for him after his retirement; he was also the former owner of the Old Country Music Inn; and

WHEREAS, William Dugan was appointed to the Illinois State Toll Highway Authority by then Governor Jim Thompson; he also served on the Executive Board of the Chicago Federation of Labor and as a General Vice President of the International Union of Operating Engineers; and

WHEREAS, William Dugan was a lifelong Republican; he was an avid hunter and outdoorsman; he was also a Chicago Bears football fan; and

WHEREAS, William Dugan was preceded in death by his brother, Roger Dugan; and

WHEREAS, William Dugan is survived by his wife, Dorothy "Dottie" (Lynch) Dugan; his daughters, Billie Jean Fischer and Lisa Weller; his grandchildren, Brandon William Fischer and Luke Weller; his great-grandchildren, Natalie Fischer and Brandon William Fischer Jr.; his siblings, Joy, Dellan, Gary, Larry, and Hal; his many nieces and nephews; and his pet, Buster; therefore, be it

RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of William E. "Wild Bill" Dugan and extend our sincere condolences to his family, friends, and all who knew and loved him; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of William Dugan as an expression of our deepest sympathy.
