1 | | SENATE RESOLUTION
|
2 | | WHEREAS, The members of the Illinois Senate are saddened to |
3 | | learn of the death of Reverend Ottis Langston Livingston of |
4 | | Decatur, who passed away on January 20, 2020; and
|
5 | | WHEREAS, Rev. Livingston was born in Decatur to Horace |
6 | | Livingston Sr. and Arlusta (Sanders) Livingston on November 10, |
7 | | 1929; he attended the Decatur Public Schools; he married |
8 | | Honeylee Turnbo on September 2, 1950; he served in the U.S. |
9 | | Army as a Combat Medic Soldier under the 15th Medical and 1st |
10 | | Calvary Divisions during the Korean War; he was awarded a |
11 | | Bronze Star medal along with a medal from the President of |
12 | | South Korea; he was honorably discharged on November 6, 1956; |
13 | | and
|
14 | | WHEREAS, Rev. Livingston worked as a lead operator at A.E. |
15 | | Staley; he retired after 33 years of employment; and
|
16 | | WHEREAS, Rev. Livingston dedicated his life at an early age |
17 | | to his faith; he was ordained an Elder in the Church of God in |
18 | | Christ in Decatur; he attended Foursquare Bible College; he was |
19 | | a Charter Member of Life Changers Church and served as a church |
20 | | trustee for many years; he became the Chaplain for the Macon |
21 | | County Jail in 1983; this experience led him, along with his |
22 | | wife, to found the Reach Prison Ministry; and

1 | | WHEREAS, Rev. Livingston was very active within the Decatur |
2 | | community; he served on several committees and councils, |
3 | | including the Mental Health Committee, the Homeward Bound |
4 | | Board, the City Advisory Committee, and the Elders Council; he |
5 | | served as a special policeman for the City of Decatur for 18 |
6 | | years; he participated as a Grand Marshal for the Decatur |
7 | | Christmas Parade; he received numerous awards, plaques, and |
8 | | citations from State officials and local and city leaders; and
|
9 | | WHEREAS, Rev. Livingston enjoyed watching local sports |
10 | | games, gardening, and playing baseball as a former Jolly Boys |
11 | | player; he was a man of great standards; and
|
12 | | WHEREAS, Rev. Livingston was preceded in death by his |
13 | | parents; his daughter, Dianne; four brothers; and two sisters; |
14 | | and
|
15 | | WHEREAS, Rev. Livingston is survived by his wife of 69 |
16 | | years; his son, Bishop Glenn E. (Marcia) Livingston; his |
17 | | daughters, Susan Denise (Arthur) Vickers, Donna |
18 | | Livingston-Barry, and Suzy Lee Livingston; his seven |
19 | | grandchildren; his eight great-grandchildren; and his nieces, |
20 | | nephews, relatives, church family, and the Decatur Community |
21 | | family; therefore, be it

1 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL |
2 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of |
3 | | Reverend Ottis Langston Livingston and extend our sincere |
4 | | condolences to his family, friends, and all who knew and loved |
5 | | him; and be it further

6 | | RESOLVED, That a suitable copy of this resolution be |
7 | | presented to the family of Reverend Livingston as an expression |
8 | | of our deepest sympathy.
