AMENDMENT TO SENATE RESOLUTION 1024

2    AMENDMENT NO. ___. Amend Senate Resolution 1024 by
3replacing everything after the heading with the following:
 
4    "WHEREAS, High-quality early childhood care and education
5services are proven by research to play a positive role in the
6education and healthy development of young children; and
 
7    WHEREAS, Research has shown that maltreatment has a
8significant impact on healthy brain development, particularly
9in the first three years of life; and
 
10    WHEREAS, Interventions carried out during critical periods
11can be effective in mitigating the negative impacts of
12maltreatment; and
 
13    WHEREAS, For decades, Illinois has invested substantial
14State resources into its early care and education system and,

1with the creation of the Illinois Commission on Equitable Early
2Childhood Education and Care Funding, will remain one of the
3nation's leading states in supporting young children; and
 
4    WHEREAS, State-funded early care and education programs
5have systems and policies in place to identify and enroll
6underrepresented and underserved populations; and
 
7    WHEREAS, In 2013 and again in 2018, the State's Early
8Learning Council identified eight priority populations and
9encouraged communities and individual early care and education
10programs to increase their service to these priority
11populations; and
 
12    WHEREAS, One of the eight priority populations identified
13is the number of children and families with Department of
14Children and Family Services (DCFS) involvement; and
 
15    WHEREAS, Nearly 45 percent of Youth in Care are under the
16age of six; and
 
17    WHEREAS, Public Act 100-860 provides that families with
18children under the age of five who have an open intact family
19services case with DCFS are eligible for child care assistance
20under the Department of Human Services' (IDHS) Child Care
21Assistance Program (CCAP); and

1    WHEREAS, Public Act 100-860 also provides that families
2with children under the age of five who have an open intact
3family services case with DCFS shall remain eligible for child
4care assistance six months after the child's intact family
5services case is closed, regardless of whether the child's
6parents or other relatives as defined by rule are working or
7participating in employment or education or training programs;
8and
 
9    WHEREAS, The State's early care and education system is
10complex, with multiple State agencies administering a myriad of
11programs; and
 
12    WHEREAS, Despite systems in place at State agencies to
13identify and enroll children and families with DCFS involvement
14into high-quality early care and education programs, data show
15that not enough Youth in Care under the age of six are enrolled
16in programs; and
 
17    WHEREAS, The State has created and funded innovative
18solutions to address priority populations, such as the Illinois
19Pregnant and Parenting Youth in Care (IPPYC) Home Visiting
20pilot, which provides evidence-based home visiting services to
21pregnant or parenting teens or young adults who are in foster
22care and their children; and

1    WHEREAS, With passage of the federal Families First
2Prevention Services Act (FFPSA), the State must put a renewed
3focus on connecting this underserved population with
4high-quality early care and education services; therefore, be
5it
 
6    RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL
7ASSEMBLY OF THE STATE OF ILLINOIS, that the Illinois Early
8Learning Council, in consultation with the Governor's Office of
9Early Childhood Development, shall convene an advisory
10committee charged with the task of producing recommendations
11for enrolling more children and families with Department of
12Children and Family Services involvement in high-quality care
13and education programs; and be it further
 
14    RESOLVED, That the Committee shall consist of the following
15members, who shall serve without compensation:
16        (1) the (DCFS) Deputy Director-Permanent Services or
17    his or her designee;
18        (2) the (DCFS) Deputy Director-Intact Services or his
19    or her designee;
20        (3) the (DCFS) Deputy Director-Education & Transition
21    Services or his or her designee;
22        (4) the (DCFS) Deputy Director-Research/Child
23    Well-Being or his or her designee;

1        (5) the (DCFS) Deputy Director-Contract Administration
2    or his or her designee;
3        (6) the (DCFS) Deputy Director-Licensing or his or her
4    designee;
5        (7) the (DCFS) Deputy Director-Monitoring or his or her
6    designee;
7        (8) the (DCFS) Administrator-Child & Family Policy or
8    his or her designee;
9        (9) 3 members who represent Point of Service agencies,
10    designated by the Director of the Department of Children
11    and Family Services;
12        (10) the Executive Director of the Governor's Office of
13    Early Childhood Development or his or her designee;
14        (11) the Project Director of the Maternal, Infant and
15    Early Childhood Home Visiting Program of the Governor's
16    Office of Early Childhood Development or his or her
17    designee;
18        (12) the ISBE Director of Early Childhood Education or
19    his or her designee;
20        (13) the ISBE Director of Family & Community Engagement
21    or his or her designee;
22        (14) the Executive Director of the Illinois Network of
23    Child Care Resource and Referral Agencies or his or her
24    designee;
25        (15) the DHS Director of the Division of Family and
26    Community Services or his or her designee; and

1        (16) 3 representatives of organizations with expertise
2    in child welfare and early care and education policy,
3    designated by the Illinois Early Learning Council; and be
4    it further
 
5    RESOLVED, That the Committee shall convene within 60 days
6of the adoption of this resolution and shall select a
7chairperson at its first meeting; the Committee shall
8thereafter meet on a regular schedule, no fewer than three
9times before submitting its recommendations; and be it further
 
10    RESOLVED, That the Early Learning Council of the Governor's
11Office of Early Childhood Development shall provide
12administrative support for the Committee; and be it further
 
13    RESOLVED, That the Committee shall submit its final report
14to the General Assembly no later than December 31, 2020 and,
15upon the filing of the report, is dissolved; and be it further
 
16    RESOLVED, That suitable copies of this resolution be
17delivered to the Department of Children and Family Services,
18the Governor's Office of Early Childhood Development, the
19Illinois State Board of Education, and the Department of Human
20Services."
