2 | WHEREAS, The members of the Illinois Senate are saddened to | ||||||
3 | learn of the death of Roy E. Bayless of Silvis, who passed away | ||||||
4 | on March 24, 2020; and
| ||||||
5 | WHEREAS, Roy Bayless was born in Huntington, West Virginia | ||||||
6 | to James L. and Mary (Barrett) Bayless on February 7, 1925; he | ||||||
7 | graduated from high school in 1943; he served in the U.S. Navy | ||||||
8 | in the Pacific; he was discharged from the Navy in April 1946; | ||||||
9 | he married his high school sweetheart Betty Lou Preston in | ||||||
10 | Bowling Green, Ohio on April 28, 1946; and
| ||||||
11 | WHEREAS, Roy Bayless was hired by the Airlines National | ||||||
12 | Terminal Service Company and the Airport Operations Company, | ||||||
13 | where he spent 13 years in various airport operation positions; | ||||||
14 | he left Willow Run, Michigan as Assistant Airport Manager for | ||||||
15 | the Airport Director position in Riverside, California in 1959; | ||||||
16 | while there, he was named Airport Manager of the Year; he | ||||||
17 | accepted the position of Director of Aviation in Austin, Texas | ||||||
18 | in 1974; and
| ||||||
19 | WHEREAS, Roy Bayless served in a number of organizations | ||||||
20 | during his career; in Riverside, he was elected president of | ||||||
21 | the California Association of Airport Executives and served as | ||||||
22 | chairman of the Airport Administrators Council for three years; |

1 | in Austin, he was elected president of the American Association | ||||||
2 | of Airport Executives (AAAE), was as a board member of the | ||||||
3 | Airport Operators Council International for four years, served | ||||||
4 | as chairman of the Aviation Advisory Committee for the Texas | ||||||
5 | Transportation Institute and Texas A&M University for nine | ||||||
6 | years, and was a member of the Austin Retirement Board for two | ||||||
7 | years; and
| ||||||
8 | WHEREAS, Roy Bayless enjoyed fishing, especially with his | ||||||
9 | grandsons, at the family's home on Lake Wisconsin; and
| ||||||
10 | WHEREAS, Roy Bayless is survived by his wife of 73 years, | ||||||
11 | Betty; his daughter, Marcia (Jeff) Gunderson; his son, Gregory | ||||||
12 | Bayless; his grandchildren, Marcus (Julie) Quaranta, Chad | ||||||
13 | (Julie) Quaranta, and Kelli Schafer; and his six | ||||||
14 | great-grandchildren; therefore, be it

15 | RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL | ||||||
16 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | ||||||
17 | Roy E. Bayless and extend our sincere condolences to his | ||||||
18 | family, friends, and all who knew and loved him; and be it | ||||||
19 | further

20 | RESOLVED, That a suitable copy of this resolution be | ||||||
21 | presented to the family of Roy Bayless as an expression of our | ||||||
22 | deepest sympathy.
