SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of Joseph A. "Joe" Victor of Tuscola, who
4passed away on May 5, 2020; and
 
5    WHEREAS, Joe Victor was born in Springfield to Joseph L.
6Victor and Elizabeth A. DiGiacomo on November 2, 1954; he
7married Lu Ann Esgar in Tuscola on December 20, 1980; and
 
8    WHEREAS, Joe Victor was the owner and operator of Ace
9Ambulance Service in Tuscola from 1973 to 1996; he served as a
10deputy sheriff of Douglas County from 1980 to 1994; he worked
11in the Tuscola Fire Department for 15 years; he served as a
12deputy coroner from 1980 until his appointment to Douglas
13County coroner in 1994, a position he held until his death; and
 
14    WHEREAS, Joe Victor was a member and past district director
15of the Illinois Coroners and Medical Examiners Association; he
16also served as the director for the Douglas County Emergency
17Management Agency, was a past president of the Illinois
18Emergency Services Management Association, served on the EMAT
19team, and created the Douglas County Search and Rescue team;
20and
 
21    WHEREAS, Joe Victor was a public servant known for his

1compassion, his mentorship, and his ability to treat everyone
2with respect; he was a loyal Republican Party member; he
3enjoyed cooking in his spare time and spending time with his
4family and friends; and
 
5    WHEREAS, Joe Victor was preceded in death by his mother,
6Elizabeth Black; his stepfather, Fred Black; and his father;
7and
 
8    WHEREAS, Joe Victor is survived by his wife of nearly 40
9years, Lu Victor; his daughters, Erin (Brett) and Carrie
10(Robert); his sisters, Debbie (Rick) Gibson, Rose (Jerry) Fox,
11Nellie (Kevin) Endres, and Susan Logsdon (Tony Steele);
12therefore, be it
 
13    RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL
14ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
15Joseph A. "Joe" Victor and extend our sincere condolences to
16his family, friends, and all who knew and loved him; and be it
17further
 
18    RESOLVED, That a suitable copy of this resolution be
19presented to the family of Joe Victor as an expression of our
20deepest sympathy.
