| 2 | | WHEREAS, The members of the Illinois Senate are saddened to |
| 3 | | learn of the death of Jack R. Milbourn, who passed away on |
| 4 | | August 23, 2020; and
|
| 5 | | WHEREAS, Jack Milbourn was born near Marshall to Emory |
| 6 | | "Bud" and Gertrude (Layton) Milbourn on October 24, 1936; he |
| 7 | | was raised in Paris with his brothers, Jim and Bill, and |
| 8 | | graduated from Paris High School; he later moved to |
| 9 | | Indianapolis, Indiana to begin his training and career in the |
| 10 | | orthotics industry; and
|
| 11 | | WHEREAS, Jack Milbourn excelled in his field and became a |
| 12 | | certified orthotist; he served his country in the Army National |
| 13 | | Guard as a medic; he moved to Springfield in 1969 and founded |
| 14 | | the Illini Brace and Limb Company and provided orthotic |
| 15 | | services to thousands of patients in central Illinois; he |
| 16 | | received two patents for orthopedic devices he invented; and
|
| 17 | | WHEREAS, Jack Milbourn was a loving husband, father, and |
| 18 | | grandfather; he loved helping others and had a generous, giving |
| 19 | | heart; he enjoyed music and travel; he earned his pilot's |
| 20 | | license and enjoyed flying, scuba diving, and boating; he was |
| 21 | | deeply committed to his faith and was active in several |
| 22 | | churches during his life, including Calvary Church and |
