| 4 | | "Section 5. The Illinois Act on the Aging is amended by |
| 5 | | changing Section 4.07 as follows:

| 6 | | (20 ILCS 105/4.07)
|
| 7 | | Sec. 4.07. Home-delivered meals. |
| 8 | | (a) Every citizen of the State of Illinois
who qualifies |
| 9 | | for home-delivered meals under the federal Older Americans Act
|
| 10 | | shall be provided services, subject to appropriation. The |
| 11 | | Department shall
file a report with the General Assembly and |
| 12 | | the Illinois
Council on
Aging by January 1 of each year. The |
| 13 | | report shall include, but not be limited
to, the
following |
| 14 | | information: (i) estimates, by
county, of
citizens denied |
| 15 | | service due to insufficient funds during the preceding fiscal
|
| 16 | | year
and the potential impact on service delivery of any |
|

|
|
| 1 | | additional funds
appropriated
for the current fiscal year; |
| 2 | | (ii) geographic areas and special populations
unserved
and |
| 3 | | underserved in the preceding fiscal year; (iii) estimates of |
| 4 | | additional
funds
needed to permit the full funding of the |
| 5 | | program and the statewide provision of
services in the next |
| 6 | | fiscal year, including staffing and equipment needed to
|
| 7 | | prepare and deliver meals; (iv) recommendations for increasing |
| 8 | | the amount of
federal funding captured for the program; (v) |
| 9 | | recommendations for serving
unserved and underserved areas and |
| 10 | | special populations, to include rural areas,
dietetic meals, |
| 11 | | weekend meals, and 2 or more meals per day; and (vi) any
other |
| 12 | | information needed to assist the General Assembly and the |
| 13 | | Illinois
Council
on Aging in developing a plan to address |
| 14 | | unserved and underserved areas of the
State.

| 15 | | (b) On an annual basis, each recipient of home-delivered |
| 16 | | meals shall receive a fact sheet developed by the Department |
| 17 | | on Aging with a current list of toll-free numbers to access |
| 18 | | information on various health conditions, elder abuse, and |
| 19 | | programs for persons 60 years of age and older. The fact sheet |
| 20 | | shall be written in a language that the client understands, if |
| 21 | | possible. In addition, each recipient of home-delivered meals |
| 22 | | shall receive updates on any new program for which persons 60 |
| 23 | | years of age and older may be eligible. |
