| 18 | provided by
law for employees who may qualify for public | ||||||
| 19 | assistance or social services due
to indigency or family | ||||||
| 20 | circumstance, each employee obtaining child care
services | ||||||
| 21 | under this Section shall be responsible for full payment of | ||||||
| 22 | all
charges. The Board shall report, on or before December 31, | ||||||
| 23 | 1993,
to the Governor and the members of the General Assembly, | ||||||
| 24 | on the
feasibility and implementation of a plan for the | ||||||
| 25 | provision of comprehensive
child care services.
| ||||||
| 26 | (c) Prior to contracting for child care services for its | ||||||
| |||||||
| |||||||
| 1 | employees, the Board shall determine
a need for child care | ||||||
| 2 | services. Proof of need may include a survey of
university | ||||||
| 3 | employees as well as a determination of the availability of | ||||||
| 4 | child
care services through other State agencies, or in the | ||||||
| 5 | community. The Board may
also require submission of a | ||||||
| 6 | feasibility, design, and implementation plan, that
takes into | ||||||
| 7 | consideration similar needs and services for employees of | ||||||
| 8 | other State
universities.

| 9 | (d) The Board shall have the sole responsibility for | ||||||
| 10 | choosing the successful
bidder and overseeing the operation of | ||||||
| 11 | its child care service program within
the guidelines | ||||||

the Illinois Administrative Procedure Act that detail | ||||||
| 14 | the specific standards to
be used in the selection of a vendor | ||||||
