Creates the Higher Education Fair Admissions Act. Provides that a public institution of higher education may not require applicants who are residents of Illinois to submit standardized college admissions test scores to the institution as a part of the admissions process. Provides that the submission of standardized test scores to the institution shall be at the option of the applicant. Requires the adoption of a policy. Effective January 1, 2022.

| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:
|
| 4 | | Section 1. Short title. This Act may be cited as the Higher |
| 5 | | Education Fair Admissions Act. |
| 6 | | Section 5. Definitions. In this Act: |
| 7 | | "Institution of higher education" or "institution" means |
| 8 | | the University of Illinois; Southern Illinois University; |
| 9 | | Chicago State University; Eastern Illinois University; |
| 10 | | Governors State University; Illinois State University; |
| 11 | | Northeastern Illinois University; Northern Illinois |
| 12 | | University; Western Illinois University; the public community |
| 13 | | colleges of the State; and any other public universities, |
| 14 | | colleges, and community colleges now or hereafter established |
| 15 | | or authorized by the General Assembly. |
| 16 | | "Standardized test score" means the composite score or any |
| 17 | | subscores on the ACT or SAT college admissions test or any |
| 18 | | other standardized college admissions test. |
| 19 | | Section 10. Test-optional admission policy. |
| 20 | | (a) Each institution of higher education shall adopt a |
| 21 | | test-optional policy as part of its undergraduate admissions |
| 22 | | process. Under this policy, an institution may not require |
