| 2 | | AMENDMENT NO. ______. Amend House Bill 587 on page 2, by

| 3 | | replacing lines 10 through 20 with the following:

| 4 | | "(a-5) A person commits possession of burglary tools when
|
| 5 | | he or she possesses a vehicle security circumvention device |
| 6 | | with the intent to
commit a violation of Article 16 or Article |
| 7 | | 19 of this Code. |
| 8 | | (a-10) Subsection (a-5) shall not apply to the following: |
| 9 | | (1) an employee of a facility subject to the
|
| 10 | | Automotive Repair Act and Automotive Collision Repair Act; |
| 11 | | (2) a new vehicle dealer or used vehicle dealer
|
| 12 | | licensed under Section 5-101 or 5-102 of the Illinois
|
| 13 | | Vehicle Code; |
| 14 | | (3) a locksmith licensed under the Private Detective,
|
| 15 | | Private Alarm, Private Security, Fingerprint Vendor, and
|
| 16 | | Locksmith Act of 2004; |
| 17 | | (4) a repossession agent; or |
| 18 | | (5) a State or local law enforcement officer.".
