AMENDMENT TO HOUSE BILL 641




2    AMENDMENT NO. ______. Amend House Bill 641 by replacing 
3everything after the enacting clause with the following:



 
4    "Section 5. The University of Illinois Act is amended  by 
5adding Section 120 as follows:
 
6    (110 ILCS 305/120  new)
7    Sec. 120. Availability of menstrual hygiene products.
8    (a) In this Section, "menstrual hygiene products" means 
9tampons and sanitary napkins for use in connection with the 
10menstrual cycle. 
11    (b) The Board of Trustees shall make menstrual hygiene 
12products available, at no cost to students, in the bathrooms 
13of facilities or portions of facilities that (i) are owned or 
14leased by the Board or over which the Board has care, custody, 
15and control and (ii) are used for student instruction or 
16administrative purposes.

1    Section 10. The Southern Illinois University Management 
2Act is amended  by adding Section 100 as follows:
 
3    (110 ILCS 520/100  new)
4    Sec. 100. Availability of menstrual hygiene products.
5    (a) In this Section, "menstrual hygiene products" means 
6tampons and sanitary napkins for use in connection with the 
7menstrual cycle. 
8    (b) The Board shall make menstrual hygiene products 
9available, at no cost to students, in the bathrooms of 
10facilities or portions of facilities that (i) are owned or 
11leased by the Board or over which the Board has care, custody, 
12and control and (ii) are used for student instruction or 
13administrative purposes. 
 
14    Section 15. The Chicago State University Law is amended  by 
15adding Section 5-210 as follows:
 
16    (110 ILCS 660/5-210  new)
17    Sec. 5-210. Availability of menstrual hygiene products.
18    (a) In this Section, "menstrual hygiene products" means 
19tampons and sanitary napkins for use in connection with the 
20menstrual cycle.
21    (b) The Board shall make menstrual hygiene products 
22available, at no cost to students, in the bathrooms of

2leased by the Board or over which the Board has care, custody,

5    Section 20. The Eastern Illinois University Law is amended  
6by adding Section 10-210 as follows:
 
7    (110 ILCS 665/10-210  new)
8    Sec. 10-210. Availability of menstrual hygiene products.
9    (a) In this Section, "menstrual hygiene products" means 
10tampons and sanitary napkins for use in connection with the 
11menstrual cycle.
12    (b) The Board shall make menstrual hygiene products 
13available, at no cost to students, in the bathrooms of 
14facilities or portions of facilities that (i) are owned or 
15leased by the Board or over which the Board has care, custody, 
16and control and (ii) are used for student instruction or 
17administrative purposes. 
 
18    Section 25. The Governors State University Law is amended  
19by adding Section 15-210 as follows:
 
20    (110 ILCS 670/15-210  new)
21    Sec. 15-210. Availability of menstrual hygiene products.
22    (a) In this Section, "menstrual hygiene products" means

15menstrual cycle.
16    (b) The Board shall make menstrual hygiene products 
17available, at no cost to students, in the bathrooms of 
18facilities or portions of facilities that (i) are owned or 
19leased by the Board or over which the Board has care, custody, 
20and control and (ii) are used for student instruction or 
21administrative purposes. 
 
22    Section 35. The Northeastern Illinois University Law is 
23amended  by adding Section 25-210 as follows:

8facilities or portions of facilities that (i) are owned or 
9leased by the Board or over which the Board has care, custody, 
10and control and (ii) are used for student instruction or 
11administrative purposes. 
 
12    Section 40. The Northern Illinois University Law is 
13amended  by adding Section 30-220 as follows:
 
14    (110 ILCS 685/30-220  new)
15    Sec. 30-220. Availability of menstrual hygiene products.
16    (a) In this Section, "menstrual hygiene products" means 
17tampons and sanitary napkins for use in connection with the 
18menstrual cycle.
19    (b) The Board shall make menstrual hygiene products 
20available, at no cost to students, in the bathrooms of 
21facilities or portions of facilities that (i) are owned or 
22leased by the Board or over which the Board has care, custody, 
23and control and (ii) are used for student instruction or

2    Section 45. The Western Illinois University Law is amended  
3by adding Section 35-215 as follows:
 
4    (110 ILCS 690/35-215  new)
5    Sec. 35-215. Availability of menstrual hygiene products.
6    (a) In this Section, "menstrual hygiene products" means 
7tampons and sanitary napkins for use in connection with the 
8menstrual cycle.
9    (b) The Board shall make menstrual hygiene products 
10available, at no cost to students, in the bathrooms of 
11facilities or portions of facilities that (i) are owned or 
12leased by the Board or over which the Board has care, custody, 
13and control and (ii) are used for student instruction or 
14administrative purposes. 
 
15    Section 50. The Public Community College Act is amended  by 
16adding Section 3-29.14 as follows:

 
17    (110 ILCS 805/3-29.14 new)

18    Sec. 3-29.14. Availability of menstrual hygiene products.
19    (a) In this Section, "menstrual hygiene products" means 
20tampons and sanitary napkins for use in connection with the 
21menstrual cycle.
22    (b) Each board shall make menstrual hygiene products

6    Section 99. Effective date. This Act takes effect upon 
7becoming law.".
