1    AN ACT concerning State government.
  
 
2    Be it enacted by the People of the State of Illinois,
 
3represented in the General Assembly:
  
 
 
4    Section 5. The Department of Human Services Act is amended  
5by adding Section 10-67 as follows:
 
6    (20 ILCS 1305/10-67 new)
7    Sec. 10-67. Rights and resources for immigrants, refugees, 
8and asylum seekers; public information campaign.
9    (a) The Department of Human Services, in consultation with 
10the Department on Aging, the Department of Children and Family 
11Services, the Department of Employment Security, and the 
12Department of Public Health, shall conduct a public 
13information campaign to educate immigrants, refugees, asylum 
14seekers, and other noncitizens residing in Illinois of their 
15rights under the U.S. Constitution and Illinois laws that 
16apply regardless of immigration status. The public information 
17campaign must include resources and contact information for 
18organizations that can aid residents in protecting and 
19enforcing these rights.
20    (b) The Department of Human Services, in consultation with 
21the Department of Transportation and other agencies, when 
22necessary, shall post resources and other information 
23regarding immigrant, refugee, and asylum seekers' rights in

1high-traffic public areas, including, but not limited to, 
2train stations, airports, and highway rest stops. 
3    (c) The Department of Human Services may adopt rules or 
4joint rules with other agencies to implement the requirements 
5of this Section.
