2 | | AMENDMENT NO. ______. Amend House Bill 1163 by replacing |
3 | | everything after the enacting clause with the following:

4 | | "Section 5. The School Code is amended by adding Section |
5 | | 10-20.75 and by changing Section 11E-20 as follows: |
6 | | (105 ILCS 5/10-20.75 new) |
7 | | Sec. 10-20.75. Calumet City reorganization of school |
8 | | districts. |
9 | | (a) The City Council of the City of Calumet City, in |
10 | | cooperation with the school boards of Dolton School District |
11 | | 149, Calumet City School District 155, Lincoln Elementary |
12 | | School District 156, and Hoover-Schrum Memorial School |
13 | | District 157, shall develop a plan to reorganize Dolton School |
14 | | District 149, Calumet City School District 155, Lincoln |
15 | | Elementary School District 156, and Hoover-Schrum Memorial |
16 | | School District 157 into a combined unit district by July 1, |

1 | | 2021. As part of the plan, the city council shall adopt an |
2 | | ordinance to set the boundaries of the combined unit district. |
3 | | The city council shall submit the plan to the State Board of |
4 | | Education as soon as possible after the effective date of this |
5 | | amendatory Act of the 102nd General Assembly. |
6 | | (b) Notwithstanding any other provision of law to the |
7 | | contrary, the Mayor of the City of Calumet City, with the |
8 | | advice and consent of the city council, shall appoint a |
9 | | 7-member school board for the combined unit district. |
10 | | (c) Notwithstanding any other provision of law to the |
11 | | contrary, all collective bargaining agreements of Dolton |
12 | | School District 149, Calumet City School District 155, Lincoln |
13 | | Elementary School District 156, and Hoover-Schrum Memorial |
14 | | School District 157 that are in effect on June 30, 2022 shall |
15 | | be terminated on July 1, 2022. |
16 | | (d) The city council shall study the educational growth of |
17 | | the combined unit district after the first year of the |
18 | | reorganization and determine the tax savings of the |
19 | | reorganization. The city council shall report its findings to |
20 | | the General Assembly on or before January 1, 2023. |
21 | | (e) The city council shall adopt an ordinance to submit |
22 | | the question of whether Dolton School District 149, Calumet |
23 | | City School District 155, Lincoln Elementary School District |
24 | | 156, and Hoover-Schrum Memorial School District 157 should |
25 | | have been reorganized into a combined unit district to the |
26 | | electors of the city at the 2025 election, in accordance with |

1 | | the Election Code. If a majority of the electors voting on the |
2 | | question disapprove of the reorganization, then the city |
3 | | council, in cooperation with the school board of the combined |
4 | | unit district, shall develop a plan to dissolve the combined |
5 | | unit district and restore Dolton School District 149, Calumet |
6 | | City School District 155, Lincoln Elementary School District |
7 | | 156, and Hoover-Schrum Memorial School District 157 and submit |
8 | | that plan to the State Board of Education. |

11 | | Sec. 11E-20. Combined school district formation. |
12 | | (a)(1) The territory of 2 or more entire contiguous |
13 | | elementary districts may be organized into a combined |
14 | | elementary district under the provisions of this Article. |
15 | | (2) Any 2 or more entire elementary districts that |
16 | | collectively are within or substantially coterminous with the |
17 | | boundaries of a high school district, regardless of whether |
18 | | the districts are compact and contiguous with each other, may |
19 | | be organized into a combined school district in accordance |
20 | | with this Article. |
21 | | (3) Any 2 or more entire elementary districts that are not |
22 | | contiguous may be organized into a combined school district in |
23 | | accordance with this Article if the following requirements are |
24 | | met and documented within 2 calendar years prior to the |
25 | | petition filing date: |

1 | | (A) the distance between each district administrative |
2 | | office is documented as no more than 30 miles; and |
3 | | (B) every district contiguous to a district wishing to |
4 | | organize into a combined school district under the |
5 | | provisions of this paragraph (3) determines that it is not |
6 | | interested in participating in a petition for a combined |
7 | | school district filed in accordance with this Article, |
8 | | through a vote of its school board, and documents that |
9 | | non-interest in a letter to the regional superintendent of |
10 | | schools containing approved minutes that record the school |
11 | | board vote. |
12 | | (b)(1) The territory of 2 or more entire contiguous high |
13 | | school districts may be organized into a combined high school |
14 | | district under the provisions of this Article. |
15 | | (2) Any 2 or more entire high school districts that are not |
16 | | contiguous may be organized into a combined school district in |
17 | | accordance with this Article if the following requirements are |
18 | | met and documented within 2 calendar years prior to the |
19 | | petition filing date: |
20 | | (A) the distance between each district administrative |
