| 5 | | amended by adding Section 10-63 as follows:

| 7 | | Sec. 10-63. Call4Calm text line. Subject to appropriation, |
| 8 | | the Department of Human Services shall permanently establish |
| 9 | | the Call4Calm text line to support Illinois residents' mental |
| 10 | | health needs. An Illinois resident shall be able to utilize |
| 11 | | the Call4Calm text line if the resident or someone the |
| 12 | | resident knows is struggling with stress and needs emotional |
| 13 | | support. This service shall be free of charge and available 24 |
| 14 | | hours a day, 7 days a week. Callers seeking assistance shall |
| 15 | | remain anonymous and shall be linked to a mental health |
| 16 | | provider that is responsible for the provision of mental |
