Amends the Criminal Code of 2012. Creates the offense of penal institution riot. Provides that a person commits the offense when he or she is an inmate in a penal institution and knowingly and in consort with one or more other inmates disturbs the good order of the institution by use or threat of force. Provides that a violation is a Class 4 felony.

| 2 | | Be it enacted by the People of the State of Illinois,

| 3 | | represented in the General Assembly:

| 4 | | Section 5. The Criminal Code of 2012 is amended by adding |
| 5 | | Section 31A-1.3 as follows:

| 7 | | Sec. 31A-1.3. Penal institution riot. |
| 8 | | (a) A person commits penal institution riot when he or she |
| 9 | | is an inmate in a penal institution and knowingly and in |
| 10 | | consort with one or more other inmates disturbs the good order |
| 11 | | of the institution by use or threat of force. |
| 12 | | (b) Sentence. Penal institution riot is a Class 4 felony.
