| 2 | Be it enacted by the People of the State of Illinois,

| 4 | Section 5. The University of Illinois Act is amended by | ||||||||||||||||||||||||||||||||||||||||
| 5 | adding Section 120 as follows: | ||||||||||||||||||||||||||||||||||||||||
| 6 | (110 ILCS 305/120 new) | ||||||||||||||||||||||||||||||||||||||||
| 7 | Sec. 120. Faculty tenure. | ||||||||||||||||||||||||||||||||||||||||
| 8 | (a) The Board of Trustees shall ensure the existence of a | ||||||||||||||||||||||||||||||||||||||||
| 9 | tenure track for a defined percentage, to be set by Board | ||||||||||||||||||||||||||||||||||||||||
| 10 | policy, of undergraduate faculty in which the criteria for | ||||||||||||||||||||||||||||||||||||||||
| 11 | securing tenure shall be predominantly devoted to all of the | ||||||||||||||||||||||||||||||||||||||||
| 12 | following: | ||||||||||||||||||||||||||||||||||||||||
| 13 | (1) Excellence in teaching, as evidenced by: | ||||||||||||||||||||||||||||||||||||||||
| 14 | (A) setting high standards for students that help | ||||||||||||||||||||||||||||||||||||||||
| 15 | them attain academic excellence; | ||||||||||||||||||||||||||||||||||||||||
| 16 | (B) student comprehension and understanding of the | ||||||||||||||||||||||||||||||||||||||||
| 17 | material, including grade distributions if requested | ||||||||||||||||||||||||||||||||||||||||
| 18 | by the Board; | ||||||||||||||||||||||||||||||||||||||||
| 19 | (C) assigning a rigorous quantity of work; and | ||||||||||||||||||||||||||||||||||||||||
| 20 | (D) requiring high quality work from students to | ||||||||||||||||||||||||||||||||||||||||

| 12 | (4) The demonstration of a constant improvement | ||||||
| 13 | mindset, including through the use of data and research | ||||||

| 15 | (b) The Board shall have ultimate authority over the | ||||||
| 16 | substantive decision of whether a specific individual should, | ||||||
| 17 | or should not, secure tenure under this Section. | ||||||
| 18 | Section 10. The Southern Illinois University Management | ||||||
| 19 | Act is amended by adding Section 100 as follows: | ||||||
| 20 | (110 ILCS 520/100 new) | ||||||
| 21 | Sec. 100. Faculty tenure. | ||||||
| 22 | (a) The Board shall ensure the existence of a tenure track | ||||||
| 23 | for a defined percentage, to be set by Board policy, of | ||||||
| 24 | undergraduate faculty in which the criteria for securing | ||||||
