| 2 | | Be it enacted by the People of the State of Illinois, |
| 3 | | represented in the General Assembly:
|
| 4 | | Section 5. The Election Code is amended by changing |
| 5 | | Section 19-1 as follows:
|
| 6 | | (10 ILCS 5/19-1) (from Ch. 46, par. 19-1) |
| 7 | | Sec. 19-1. Any qualified elector of the the State of |
| 8 | | Illinois having
duly registered where such registration is |
| 9 | | required may vote at such
election as hereinafter in this |
| 10 | | Article provided.

| 11 | | For purposes of this Article 19, a physically |
| 12 | | incapacitated voter marks
his or her ballot "personally" when |
| 13 | | the voter exercises his or her physical
abilities to their |
| 14 | | reasonable limit in marking the ballot, and marking
personally |
| 15 | | may include instructing the person assisting the incapacitated
|
| 16 | | voter when giving such instruction represents the reasonable |
| 17 | | limit of the
physical abilities.
