| 5 | | changing Section 3-805 as follows:

| 7 | | Sec. 3-805. Electric vehicles. |
| 8 | | (a) The Until January 1, 2020, the owner of a motor vehicle |
| 9 | | of the first division or a motor vehicle of the second division |
| 10 | | weighing 8,000 pounds or less propelled by an
electric engine |
| 11 | | and not utilizing motor fuel, may register such vehicle for
a |
| 12 | | fee not to exceed $35 for a 2-year registration period.
The |
| 13 | | Secretary may, in his discretion, prescribe that electric |
| 14 | | vehicle
registration plates be issued for an indefinite term, |
| 15 | | such term to correspond
to the term of registration plates |
| 16 | | issued generally, as provided in Section
3-414.1. In no event |

| 1 | | may the registration fee for electric vehicles exceed
$18 per |
| 2 | | registration year. Beginning on January 1, 2020, the |
| 3 | | registration fee for these vehicles shall be equal to the fee |
| 4 | | set forth in Section 3-806 for motor vehicles of the first |
| 5 | | division, other than Autocycles, Motorcycles, Motor Driven |
| 6 | | Cycles, and Pedalcycles. In addition to the registration fees, |
| 7 | | the Secretary shall assess an additional $100 per year in lieu |
| 8 | | of the payment of motor fuel taxes. $1 of the additional fees |
| 9 | | shall be deposited into the Secretary of State Special |
| 10 | | Services Fund and the remainder of the additional fees shall |
| 11 | | be deposited into the Road Fund. |
| 12 | | (b) Beginning with the 2023 registration year, upon the |
| 13 | | request of the vehicle owner, an electric vehicle owner may |
| 14 | | register an electric vehicle with any qualifying registration |
| 15 | | issued under this Chapter, and an additional $100 surcharge |
| 16 | | shall be collected in addition to the applicable registration |
| 17 | | fee. The $100 additional fee is to identify the vehicle as an |
| 18 | | electric vehicle. The $100 additional fee is an annual, flat |
| 19 | | fee that shall be based on an applicant's new or existing |
| 20 | | registration year for the vehicle's corresponding weight |
| 21 | | category. A designation as an electric vehicle under this |
| 22 | | subsection shall not alter a vehicle's registration. Of the |
| 23 | | additional fees, $1 shall be deposited into the Secretary of |
| 24 | | State Special Services Fund, and the remainder of the |
| 25 | | additional fees shall be deposited into the Road Fund. The |
| 26 | | Secretary shall adopt any rules necessary to implement this |
