| 2 | | AMENDMENT NO. ______. Amend House Bill 3167 by replacing |
| 3 | | everything after the enacting clause with the following:

| 4 | | "Section 5. The Illinois Police Training Act is amended by |
| 5 | | adding Section 3.2 as follows: |
| 6 | | (50 ILCS 705/3.2 new) |
| 7 | | Sec. 3.2. Statewide Mental Health and Peer Support |
| 8 | | Institute. |
| 9 | | (a) Mental Health and Peer Support Institute. There is |
| 10 | | created under the authority of the Board a Mental Health and |
| 11 | | Peer Support Institute to develop, implement, review, and |
| 12 | | revise programs for mental health and peer support education |
| 13 | | for law enforcement, correctional, and court security officers |
| 14 | | (certified officers). |
| 15 | | (b) Advisory panel. The Institute shall be staffed and |
| 16 | | operated by employees of the Board. The Institute shall create |

| 1 | | a standing advisory panel, which shall be a part of the |
| 2 | | Institute, and shall be composed of content experts that shall |
| 3 | | consist of at least one of the following as appointed by the |
| 4 | | Board Chairman, who should be representative of both rural and |
| 5 | | urban settings that vary in size, location, resources, and |
| 6 | | demographics: |
| 7 | | (1) a law enforcement agency administrator with |
| 8 | | experience operating a mental health response program; |
| 9 | | (2) a representative of an officers' pension or |
| 10 | | benefits organization; |
| 11 | | (3) a certified Crisis Intervention Team officer, with |
| 12 | | at least 5 years of experience; |
| 13 | | (4) a representative of a National Alliance on Mental |
| 14 | | Illness chapter based in Illinois; |
| 15 | | (5) a licensed therapist or clinical social worker |
| 16 | | with experience assisting law enforcement officers; and |
| 17 | | (6) a representative of a police union. |
| 18 | | The Chairman may appoint additional members to the |
| 19 | | advisory panel. This panel shall meet periodically and report |
| 20 | | regularly to the Board. |
| 21 | | (c) Curriculum development. The Institute shall have the |
| 22 | | following authorities and duties: |
| 23 | | (1) review all stand-alone courses, blocks of |
| 24 | | instruction, and student performance objectives for mental |
| 25 | | health courses approved by the Board; |
| 26 | | (2) establish or approve a course of instruction for |
|

| 1 | | basic academies to introduce recruit officers to mental |
| 2 | | health issues they could face throughout their career; |
| 3 | | (3) establish or approve evidence based in-service |
| 4 | | courses addressing personal mental health issues including |
| 5 | | resilience training, trauma-based training, and training |
| 6 | | for certified officer families; |
| 7 | | (4) set standards for offering adult continuing |
| 8 | | education in mental health for officers at various stages |
| 9 | | of their careers; |
| 10 | | (5) periodically coordinate with colleges and |
| 11 | | universities to review best practices and produce research |
| 12 | | on the trainings and their effectiveness; and |
| 13 | | (6) create model policies for law enforcement and |
| 14 | | correctional agencies related to mental health response |
| 15 | | and peer support program development. |
| 16 | | (d) Crisis Intervention Team coordination. The Institute |
| 17 | | shall establish a statewide system to coordinate Crisis |
| 18 | | Intervention Team programs and offer resources to certified |
| 19 | | Crisis Intervention Team officers and their respective |
| 20 | | agencies for responding to crisis intervention calls and |
| 21 | | addressing critical incident stress management. The Institute |
| 22 | | may develop a web portal, telephone line, or mobile |
| 23 | | application accessible 24 hours a day for those involved with |
| 24 | | crisis intervention response to coordinate services with an |
| 25 | | established network of regional mental health providers. The |
| 26 | | Institute shall organize professional development summits for |

| 1 | | first responders, mental health providers, community |
| 2 | | organizations, advocacy groups, trainers, agency program |
| 3 | | administrators, and other content affiliates. |
| 4 | | (e) Peer support. The Institute shall establish a peer |
| 5 | | support network for certified officers that provides anonymous |
| 6 | | services by licensed therapists with a strong understanding of |
| 7 | | first responder challenges. This shall include access to a |
| 8 | | network of professionals who offer treatment for trauma, |
| 9 | | including PTSD, who have a strong working knowledge of the |
| 10 | | challenges facing certified officers. The Institute may also |
| 11 | | develop a web portal, telephone line, or mobile application |
| 12 | | accessible 24 hours a day for those seeking a consultation. |
| 13 | | The Board may retain the services of licensed therapists and |
| 14 | | trained peer consultants on behalf of the Institute. |
| 15 | | (f) Funding. The Institute shall explore areas and |
| 16 | | opportunities for funding to support its operation and |
| 17 | | administration of services. These shall include the |
| 18 | | application for public and private grants and donations. |
| 19 | | Administrative support for the Institute shall be provided by |
| 20 | | the Board.".
