| 1 | | AN ACT concerning animals.
|
| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:
|
| 4 | | Section 5. The Humane Care for Animals Act is amended by |
| 5 | | adding Section 7.3 as follows:
|
| 6 | | (510 ILCS 70/7.3 new) |
| 7 | | Sec. 7.3. Leading animal from motor vehicle. |
| 8 | | (a) No person shall lead or tether a companion animal from |
| 9 | | a moving motor vehicle (with the exception of an all-terrain |
| 10 | | vehicle or golf cart) or any device attached thereto. |
| 11 | | (b) For purposes of this Section: |
| 12 | | "Lead" means to confine by a leash or other device that is |
| 13 | | controlled by a person, and that fits on the animal's body and |
| 14 | | limits the animal's movements. |
| 15 | | "Tether" means to confine by a leash or other device that |
| 16 | | is attached to a fixed object, and that fits on the animal's |
| 17 | | body and limits the animal's movements.

| 18 | | Section 10. The Illinois Vehicle Code is amended by adding |
| 19 | | Section 11-1433 as follows:
