| 1 | | AN ACT concerning safety.
|
| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:
|
| 4 | | Section 5. The Public Water Supply Regulation Act is |
| 5 | | amended by adding Section 14a as follows: |
| 6 | | (415 ILCS 40/14a new) |
| 7 | | Sec. 14a. Sale of water resources. |
| 8 | | (a) Notwithstanding any other provision of law, on and |
| 9 | | after this effective date of this amendatory Act of the 102nd |
| 10 | | General Assembly, the State or a unit of local government may |
| 11 | | not contract for the sale or lease of water resources for a |
| 12 | | period longer than 4 years, inclusive of extensions or |
| 13 | | renewals of the contract. |
| 14 | | (b) A home rule unit may not regulate the sale of water |
| 15 | | resources in a manner inconsistent with this Section. This |
| 16 | | Section is a limitation under subsection (i) of Section 6 of |
| 17 | | Article VII of the Illinois Constitution on the concurrent |
| 18 | | exercise by home rule units of powers and functions exercised |
| 19 | | by the State.
