AMENDMENT TO HOUSE BILL 3949 




2    AMENDMENT NO. ______. Amend House Bill 3949 by replacing 
3everything after the enacting clause with the following:


 
 
4    "Section 5. The Department of Public Health Powers and 
5Duties Law of the
Civil Administrative Code of Illinois is 
6amended  by adding Section 2310-431 as follows:
 
7    (20 ILCS 2310/2310-431 new)
8    Sec. 2310-431. Homeless service providers.
9    (a) In this Section, "homeless service provider" means a 
10person or entity who provides services to homeless persons 
11under any of the programs of or identified by the Department of 
12Human Services.
13    (b) The Department shall consider all homeless service 
14providers in the State to be essential critical infrastructure 
15workers under the federal Cybersecurity and Infrastructure 
16Security Agency's "Essential Critical Infrastructure Workers

1Guidance Version 4.0". The Department shall ensure that 
2homeless service providers qualify for the same priority 
3benefits afforded to health care organizations and frontline 
4workers by the State, including, but not limited to:
5        (1) federal COVID-19 relief funding;
6        (2) personal protective equipment; and
7        (3) vaccinations. 
8    (c) The Department may adopt rules for the implementation 
9and administration of this Section and to ensure that homeless 
10service providers are considered essential critical 
11infrastructure workers in the event of a pandemic.
 
 
12    Section 99. Effective date. This Act takes effect upon 
13becoming law.".
