| 1 | | under any of the programs of or identified by the Department of |
| 2 | | Human Services. |
| 3 | | (b) The Department shall consider all homeless service |
| 4 | | providers in the State to be essential critical infrastructure |
| 5 | | workers in accordance with the most recent guidance from the |
| 6 | | federal Cybersecurity and Infrastructure Security Agency. The |
| 7 | | Department shall ensure that homeless service providers |
| 8 | | qualify for the same priority benefits afforded to frontline |
| 9 | | workers by the State, including, but not limited to: |
| 10 | | (1) federal funding for relief relating to public |
| 11 | | health emergencies; |
| 12 | | (2) personal protective equipment; and |
| 13 | | (3) vaccinations. |
| 14 | | (c) In accordance with this Section, during a |
| 15 | | federally-designated public health emergency or a public |
| 16 | | health disaster declared by a proclamation issued by the |
| 17 | | Governor under Section 7 of the Illinois Emergency Management |
| 18 | | Agency Act, the Department and the Illinois Emergency |
| 19 | | Management Agency shall offer recommendations to their local |
| 20 | | counterparts, including local public health departments and |
| 21 | | local emergency management assistance agencies, encouraging |
| 22 | | them to consider homeless service providers when making |
| 23 | | determinations about providing assistance. |
| 24 | | (d) The Department may adopt rules for the implementation |
| 25 | | and administration of this Section and to ensure that homeless |
| 26 | | service providers are considered essential critical |
