| 1 | AN ACT concerning health.
| ||||||||||||||||||||||||
| 2 | Be it enacted by the People of the State of Illinois,
| ||||||||||||||||||||||||
| 3 | represented in the General Assembly:
| ||||||||||||||||||||||||
| 4 | Section 1. Short title. This Act may be cited as the | ||||||||||||||||||||||||
| 5 | Illinois Health Workforce Development Authority Act. | ||||||||||||||||||||||||
| 6 | Section 5. Definition. In this Act, "Authority" means the | ||||||||||||||||||||||||
| 7 | Illinois Health Workforce Development Authority. | ||||||||||||||||||||||||
| 8 | Section 10. Illinois Health Workforce Development | ||||||||||||||||||||||||
| 9 | Authority; mission; responsibilities. | ||||||||||||||||||||||||
| 10 | (a) There is hereby created a State agency known as the | ||||||||||||||||||||||||
| 11 | Illinois Health Workforce Development Authority. The Authority | ||||||||||||||||||||||||
| 12 | shall be led by an executive director appointed by the | ||||||||||||||||||||||||
| 13 | Governor, with the advice and consent of the Senate, for a term | ||||||||||||||||||||||||
| 14 | of four years. The compensation of the executive director | ||||||||||||||||||||||||
| 15 | shall be set by the Governor at the time of his or her | ||||||||||||||||||||||||
| 16 | appointment. | ||||||||||||||||||||||||
| 17 | (b) The mission of the Authority is to facilitate the | ||||||||||||||||||||||||
| 18 | development of a statewide health professions pipeline that | ||||||||||||||||||||||||
| 19 | identifies, educates, recruits, and retains a diverse, | ||||||||||||||||||||||||
| 20 | appropriately geographically distributed and culturally | ||||||||||||||||||||||||
| 21 | competent quality workforce. To accomplish this mission, the | ||||||||||||||||||||||||
| 22 | responsibilities of the Authority include, but are not limited | ||||||||||||||||||||||||
| |||||||
| |||||||
| 1 | to: | ||||||
| 2 | (1) providing the statewide infrastructure required | ||||||
| 3 | for health workforce needs assessment and planning that | ||||||
| 4 | maintains engagement by health professions training | ||||||
| 5 | programs in decision making and program implementation; | ||||||
| 6 | (2) coordinating with and serving as a resource to | ||||||
| 7 | relevant State, regional, and local entities including, | ||||||
| 8 | but not limited to, the Health Facilities and Services | ||||||
| 9 | Review Board, the Illinois Medical District Commission, | ||||||
| 10 | the Mid-Illinois Medical District Commission, the | ||||||
| 11 | Mid-America Medical District Commission, and the Roseland | ||||||
| 12 | Community Medical District Commission; | ||||||
| 13 | (3) informing State and local policy development | ||||||
| 14 | regarding health care delivery, training, and education; | ||||||
| 15 | (4) identifying and promoting evidence-based | ||||||
| 16 | strategies for health workforce pipeline development and | ||||||
| 17 | interdisciplinary health care service models, particularly | ||||||
| 18 | those affecting rural and other underserved areas; | ||||||
| 19 | (5) supporting communities in their health workforce | ||||||
| 20 | recruitment and retention efforts, developing | ||||||
| 21 | partnerships, and promoting models of participatory | ||||||
| 22 | engagement with business, community-based, and social | ||||||
| 23 | organizations to foster integration of health care | ||||||
| 24 | training and education; | ||||||
| 25 | (6) advocating for programs that will result in | ||||||
| 26 | reducing the debt load of newly-trained health | ||||||

| 1 | professionals; | ||||||
| 2 | (7) identifying high priority target areas within each | ||||||
| 3 | region of the State and working toward health workforce | ||||||
| 4 | development initiatives that improve health measurably in | ||||||
| 5 | those areas; and | ||||||
| 6 | (8) fostering or creating innovative health workforce | ||||||
| 7 | development models that provide both health and economic | ||||||
| 8 | benefits to the regions they serve.
| ||||||
| 9 | Section 15. Authorizations; authority; exemptions. | ||||||
| 10 | (a) The Authority is authorized to serve as the | ||||||
| 11 | incorporated consortium of allopathic and osteopathic medical | ||||||
| 12 | schools in Illinois, as required by federal statute to qualify | ||||||
| 13 | for the receipt of Area Health Education Centers programs, | ||||||
| 14 | legislatively mandated under the federal Public Health Service | ||||||
| 15 | Act, as amended (Title VII, Section 751, and 42 U.S.C. 294a), | ||||||
| 16 | and to administer federal, State, and local programs as needed | ||||||
| 17 | to carry out its public purpose and objectives. The Authority | ||||||
| 18 | is further authorized to exercise independently the powers | ||||||
| 19 | conferred by this Section in furtherance of its mission and | ||||||
| 20 | purposes to benefit all who might be served by the Authority. | ||||||
| 21 | (b) The Authority is authorized to monitor, collect, and | ||||||
| 22 | track data pertaining to health care delivery, training, and | ||||||
| 23 | education from Illinois educational institutions and other | ||||||
| 24 | entities as needed to carry out its public purpose and | ||||||
| 25 | objectives in areas where such data efforts do not already | ||||||
| |||||||
| |||||||
| 1 | exist. | ||||||
| 2 | (c) The Authority shall assess policies, engage in policy | ||||||
| 3 | development, and make policy recommendations. | ||||||
| 4 | (d) The Authority has the authority to: | ||||||
| 5 | (1) apply for and accept federal, State, and local | ||||||
| 6 | public and private grants, loans, appropriations, and | ||||||
| 7 | donations; | ||||||
| 8 | (2) hire and compensate such staff as the Executive | ||||||
| 9 | Director may determine; | ||||||
| 10 | (3) rent, lease, buy, own, acquire, and dispose of | ||||||
| 11 | property, real or personal; | ||||||
| 12 | (4) participate in joint ventures, including entering | ||||||
| 13 | into contracts, intergovernmental agreements, and other | ||||||
| 14 | agreements with public and private entities in order to | ||||||
| 15 | carry out its mission and purposes; and | ||||||
| 16 | (5) adopt rules under the Illinois Administrative | ||||||
| 17 | Procedure Act to implement the provisions of this Act. | ||||||
| 18 | (e) The Authority shall be exempt from the provisions of | ||||||
| 19 | the Personnel Code and the Illinois Procurement Code.
| ||||||
| 20 | Section 20. Annual report. The Authority shall report | ||||||
| 21 | annually to the Governor and the General Assembly on its | ||||||
| 22 | activities, including its progress towards achieving its | ||||||
| 23 | mission and carrying out its purposes, together with | ||||||
| 24 | recommendations for legislative or regulatory changes needed | ||||||
| 25 | to better carry out its mission and purposes.
