Amends the Illinois Vehicle Code to allow for the issuance of Justinian Society of Lawyers license plates by the Secretary of State. Provides that the Secretary shall collect a fee of $25 at original issuance and renewal. Provides that $5 of the fee for original issuance and $2 of the renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Provides that $20 of the fee for original issuance and $23 of the renewal fee shall be deposited into the Justinian Society of Lawyers' Children's Endowment Fund for distribution to the Justinian Society of Lawyers' Endowment Fund, Inc. Makes a corresponding change in the State Finance Act.

| 2 | | Be it enacted by the People of the State of Illinois,

| 3 | | represented in the General Assembly:
|
| 4 | | Section 5. The State Finance Act is amended by adding |
| 5 | | Section 5.935 as follows: |
| 6 | | (30 ILCS 105/5.935 new) |
| 7 | | Sec. 5.935. The Justinian Society of Lawyers' Children's |
| 8 | | Endowment Fund. |
| 9 | | Section 10. The Illinois Vehicle Code is amended by adding |
| 10 | | Section 3-699.22 as follows: |
| 11 | | (625 ILCS 5/3-699.22 new) |
| 12 | | Sec. 3-699.22. Justinian Society of Lawyers plates. |
| 13 | | (a) The Secretary, upon receipt of all applicable fees and |
| 14 | | applications made in the form prescribed by the Secretary, may |
| 15 | | issue special registration plates designated as Justinian |
| 16 | | Society of Lawyers license plates. The special plates issued |
| 17 | | under this Section shall be affixed only to passenger vehicles |
| 18 | | of the first division or motor vehicles of the second division |
| 19 | | weighing not more than 8,000 pounds. Plates issued under this |
| 20 | | Section shall expire according to the multi-year procedure |
| 21 | | established by Section 3-414.1. |

| 1 | | (b) The design, color, and format of the plates shall be |
| 2 | | wholly within the discretion of the Secretary of State. The |
| 3 | | Secretary may, in his or her discretion, allow the plates to be |
| 4 | | issued as vanity plates or personalized in accordance with |
| 5 | | Section 3-405.1. The plates are not required to designate |
| 6 | | "Land of Lincoln", as prescribed in subsection (b) of Section |
| 7 | | 3-412. The Secretary shall approve and prescribe stickers or |
| 8 | | decals as provided under Section 3-412. Appropriate |
| 9 | | documentation, as determined by the Secretary, shall accompany |
| 10 | | each application. |
| 11 | | (c) An applicant for the special plate shall be charged a |
| 12 | | $25 fee for original issuance in addition to the appropriate |
| 13 | | registration fee. Of this fee, $20 shall be deposited into the |
| 14 | | Justinian Society of Lawyers' Children's Endowment Fund and $5 |
| 15 | | shall be deposited into the Secretary of State Special License |
| 16 | | Plate Fund to be used by the Secretary to help defray the |
| 17 | | administrative processing costs. For each registration renewal |
| 18 | | period, a $25 fee, in addition to the appropriate registration |
| 19 | | fee, shall be charged. Of this fee, $23 shall be deposited into |
| 20 | | the Justinian Society of Lawyers' Children's Endowment Fund |
| 21 | | and $2 shall be deposited into the Secretary of State Special |
| 22 | | License Plate Fund. |
| 23 | | (d) The Secretary, upon receipt of not less than 300 |
| 24 | | applications made in the form prescribed by the Secretary, |
| 25 | | shall commence production and distribution of the plates. |
| 26 | | (e) The Justinian Society of Lawyers' Children's Endowment |

| 1 | | Fund is created as a special fund in the State treasury. All |
| 2 | | money in the Justinian Society of Lawyers' Children's |
| 3 | | Endowment Fund shall be paid, subject to appropriation by the |
| 4 | | General Assembly and distribution by the Secretary, as grants |
| 5 | | to the Justinian Society of Lawyer's Children's Endowment |
| 6 | | Fund, Inc. for distribution to charitable organizations |
| 7 | | benefiting children.
