| 11 | | and co-pollutant emissions from the Capitol Complex Power |
| 12 | | Plant, as well as from other sources of those emission in the |
| 13 | | legislative complex, to zero through unit retirement or the |
| 14 | | use of 100% green hydrogen or other similar technologies that |
| 15 | | are commercially proven to achieve zero carbon emissions. This |
