AMENDMENT TO HOUSE BILL 4364 




2    AMENDMENT NO. ______. Amend House Bill 4364 by replacing 
3everything after the enacting clause with the following:

 
 
4    "Section 5. The State Finance Act is amended by adding 
5Sections 5.970 and 6z-130 as follows:
 
6    (30 ILCS 105/5.970 new)
7    Sec. 5.970. The Fund Mental Health and Substance Abuse 
8Prevention Fund.
 
9    (30 ILCS 105/6z-130 new)
10    Sec. 6z-130. Fund Mental Health and Substance Use 
11Prevention Fund.
12    (a) The Fund Mental Health and Substance Use Prevention 
13Fund is created as a special fund in the State treasury. The 
14Department must make grants, from appropriations made from the 
15Fund, to units of local government and Illinois public

1universities for the purposes of: 
2        (1) providing mental health and substance use 
3    prevention to people who are incarcerated; and
4        (2) providing mental health and substance use 
5    prevention for those encountering the criminal justice 
6    system with a primary focus to people who are incarcerated 
7    in a county jail or recently discharged. 
8    (b) Notwithstanding any other provision of law, moneys in 
9the Fund Mental Health and Substance Use Prevention Fund may 
10not be appropriated, assigned, or transferred to another State 
11fund. 
  
 

12    Section 99. Effective date. This Act takes effect upon 
13becoming law.".
