Amends the Election Code. Provides that the State Board of Elections shall create a policy to be instituted by each election authority concerning the chain of custody and secure storage of vote by mail ballots. Provides that the policy shall include: (i) procedures to destroy a ballot if a voter returns a vote by mail ballot and votes in person at the same election; (ii) reporting requirements of the number of vote by mail ballots received, rejected, or destroyed due to in-person voting; and (iii) the creation of a public database to publish data provided by election authorities.

| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:
|
| 4 | | Section 5. The Election Code is amended by adding Section |
| 5 | | 1A-70 as follows: |
| 6 | | (10 ILCS 5/1A-70 new) |
| 7 | | Sec. 1A-70. Vote by mail ballots; chain of custody; |
| 8 | | security. The State Board of Elections shall create a policy |
| 9 | | to be instituted by each election authority concerning the |
| 10 | | chain of custody and secure storage of vote by mail ballots. |
| 11 | | The policy shall include: |
| 12 | | (1) procedures to destroy a ballot if a voter returns |
| 13 | | a vote by mail ballot and votes in person at the same |
| 14 | | election; |
| 15 | | (2) reporting requirements of the number of vote by |
| 16 | | mail ballots received, rejected, or destroyed due to |
| 17 | | in-person voting; and |
| 18 | | (3) the creation of a public database to publish data |
