| 1 | | the Illinois Trucking Grant Pilot Program and receive and |
| 2 | | consider applications for grant assistance under this Section. |
| 3 | | The purpose of the Illinois Trucking Grant Pilot Program is to |
| 4 | | provide financial assistance to individuals that are accepted |
| 5 | | to enroll in a truck driver training program at a public |
| 6 | | community college that prepares a student to obtain a Class A |
| 7 | | commercial driver's license in the State. |
| 8 | | (b) An applicant is eligible for a grant under this |
| 9 | | Section if the Commission finds that the applicant: |
| 10 | | (1) is a resident of this State; |
| 11 | | (2) has been accepted to enroll in a truck driver |
| 12 | | training program at a public community college that |
| 13 | | prepares a student to obtain a Class A commercial driver's |
| 14 | | license in the State; |
| 15 | | (3) is a high school graduate or has earned a high |
| 16 | | school equivalency degree; |
| 17 | | (4) meets all other admissions criteria for the truck |
| 18 | | driver training program or course at the community college |
| 19 | | in which the applicant is enrolled; and |
| 20 | | (5) files a Free Application for Federal Student Aid. |
| 21 | | (c) Applicants who are determined to be eligible for |
| 22 | | assistance under this Section shall receive, subject to |
| 23 | | appropriation, a grant sufficient to pay for the tuition and |
| 24 | | fees for a truck driver training program at a public community |
| 25 | | college. All grant payments shall be paid directly to the |
| 26 | | community college at which the applicant is enrolled. However, |

| 1 | | any returning or current students must not have an outstanding |
| 2 | | balance with the community college and must have satisfactory |
| 3 | | academic performance as determined by the community college. |
| 4 | | (d) A grant awarded under this Section may not be renewed |
| 5 | | and may not exceed $5,000 per award per recipient. |
| 6 | | (e) Any person who has accepted a grant under this Section |
| 7 | | must, within one year after completing a truck driver training |
| 8 | | program at a public community college, begin working as a |
| 9 | | licensed truck driver employed in this State and continue to |
| 10 | | work as a licensed truck driver in the State for at least one |
| 11 | | year. |
| 12 | | (f) The Illinois Trucking Grant Pilot Program Fund is |
| 13 | | created as a special fund in the State treasury. All money in |
| 14 | | this Fund may be used, subject to appropriation, by the |
| 15 | | Commission for operational expenses associated with the |
| 16 | | administration of the Illinois Trucking Grant Pilot Program |
| 17 | | and for the payment of costs associated with providing grants |
| 18 | | to eligible community colleges in accordance with the Illinois |
| 19 | | Trucking Grant Pilot Program. |
| 20 | | The Fund may also receive grants, awards, endowments, or |
| 21 | | like proceeds and, if appropriate, other funds made available |
| 22 | | through contracts with governmental, public, and private |
| 23 | | agencies or persons. |
| 24 | | (g) The Commission shall make all necessary and proper |
| 25 | | rules not inconsistent with this Section for its effective |
| 26 | | implementation. |
