SYNOPSIS AS INTRODUCED:

New Act

Creates Cook County Criminal Justice Coordinating Council Act. Creates the Cook County Criminal Justice Coordinating Council to: (1) improve the local public safety system's responsiveness to the needs of the community; (2) improve the local public safety system's cost-effectiveness; (3) coordinate public safety plans, policies, operations, and strategies; (4) develop solutions to problems in the intergovernmental operation of the public safety system; and (5) use evidence-based strategies to address critical issues affecting the community and public safety. Adds provisions governing Council membership, meetings, committees, information sessions for the public, and reporting requirements. Provides that the Council shall be funded by appropriations from the General Assembly and may accept federal, State, and local grants for its operations. Provides that the Council may accept nonprofit support and funding and appropriations from other units of government.

A BILL FOR

AN ACT concerning local government.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 1. Short title. This Act may be cited as the Cook County Criminal Justice Coordinating Council Act.

Section 5. Creation of Cook County Criminal Justice Coordinating Council; purpose.

(a) The Cook County Criminal Justice Coordinating Council is created. The purpose of the Council is:

(1) To improve the local public safety system's responsiveness to the needs of the community.

(2) To improve the local public safety system's cost-effectiveness.

(3) To coordinate public safety plans, policies, operations, and strategies.

(4) To develop solutions to problems in the intergovernmental operation of the public safety system.

(5) To use evidence-based strategies to address critical issues affecting the community and public safety.

(b) The Council may adopt a further mission and vision statement incorporating and expanding on these goals.

Section 10. Membership; officers; term of office.

(a) The Membership of the Council shall be as follows:

(1) the Mayor of Chicago, or the Mayor's designee;

(2) the Commissioner of Chicago's Family & Support Services Department, or the Commissioner's designee;

(3) the Commissioner of Chicago's Public Health Department, or the Commissioner's designee;

(4) the Executive Director of the Chicago Civilian Office of Police Accountability, or the Director's designee;

(5) the President of the Cook County Board, or the President's designee;

(6) the Chief Judge of the Circuit Court of Cook County, or the Chief Judge's designee;

(7) the presiding judge of the Juvenile Justice Division of the Circuit Court of Cook County, or the presiding judge's designee;

(8) the presiding judge of the Criminal Division of the Circuit Court of Cook County, or the presiding judge's designee;

(9) the presiding judge of the Pretrial Division of the Circuit Court of Cook County, or the presiding judge's designee;

(10) the Cook County Sheriff, or the Sheriff's designee;

(11) the Cook County State's Attorney, or State's Attorney's designee;

(12) the Superintendent of the Chicago Police Department, or the Superintendent's designee;

(13) a police chief from the Second Municipal District of the Circuit Court of Cook County, appointed by the Chief Judge of the Circuit Court of Cook County;

(14) a police chief from the Third Municipal District of the Circuit Court of Cook County, appointed by the Chief Judge of the Circuit Court of Cook County;

(15) a police chief from the Fourth Municipal District of the Circuit Court of Cook County, appointed by the Chief Judge of the Circuit Court of Cook County;

(16) a police chief from the Fifth Municipal District of the Circuit Court of Cook County, appointed by the Chief Judge of the Circuit Court of Cook County;

(17) a police chief from the Sixth Municipal District of the Circuit Court of Cook County, appointed by the Chief Judge of the Circuit Court of Cook County;

(18) the Cook County Medical Examiner, or the Medical Examiner's designee;

(19) the Cook County Public Defender, or the Public Defender's designee;

(20) the Cook County Public Guardian, or the Public Guardian's designee;

(21) one citizen representing a victim's advocacy organization, appointed by the Governor;

(22) one citizen with academic expertise in criminal justice, appointed by the Governor; and

(23) one lay citizen, appointed by the Governor.

(b) The chair of the Council shall be a citizen member and shall be selected by the Council members. The vice-chair shall be selected by the Council members. If a vacancy occurs in the office of the chair, the vice-chair shall serve as acting chair until the next meeting, at which time a permanent chair shall be selected. If the vice-chair is a member of the council by reason of the holding a governmental position, the vice-chair may only serve as acting chair until a new citizen chair is selected.

(c) The council may appoint other officers as designated by the Council.

(d) The terms of Council members who are not holders of governmental office or employment shall be for 5 years. The terms of a member who hold governmental positions shall be for as long as the person holds the position, or, if the position on the Council was designated, until there is a new appointment by the designator.

Section 15. Staff; committees.

(a) Subject to appropriation, the Council shall employ an Executive Director and staff as necessary to fulfill the purpose of the Council.

(b) There shall be a 5-member executive committee to oversee the Executive Director and staff of the Council.

(c) There shall be other committees and subcommittees as necessary and determined by the Council.

Section 20. Meetings; information sessions.

(a) The Council shall meet monthly. Members may participate remotely so long as an in-person quorum is achieved. Each member of the Council shall be a voting member.

(b) Meetings may be held by a virtual meeting format during a public health emergency or disaster proclamation declared by the Governor.

(c) The Council shall hold public information sessions separate from its regular monthly meeting in communities around Chicago and Cook County. These sessions shall take place at least once a month. In a calendar quarter, at least one session shall be in person, one shall be virtual, and one shall be a hybrid session of in-person and virtual participation.

Section 25. Reports.

(a) The Council shall produce an annual public report concerning the activities of the Council during the previous calendar year. The report shall be submitted to the Governor, General Assembly, and public no later than April 1 following the end of the prior calendar year.

(b) The first report shall be filed on April 1, 2024. The first report shall cover as much of the previous calendar year as the Council operated.

Section 30. Funding. The Council shall be funded by appropriations from the General Assembly and may accept federal, State, and local grants for its operations. The Council may accept nonprofit support and funding and appropriations from other units of local government.
