| 1 | AN ACT concerning local government.

| 2 | Be it enacted by the People of the State of Illinois,
| |||||||||||||||||||
| 3 | represented in the General Assembly:
| |||||||||||||||||||
| 4 | Section 1. Short title. This Act may be cited as the Cook | |||||||||||||||||||
| 5 | County Criminal Justice Coordinating Council Act. | |||||||||||||||||||
| 6 | Section 5. Creation of Cook County Criminal Justice | |||||||||||||||||||
| 7 | Coordinating Council; purpose. | |||||||||||||||||||
| 8 | (a) The Cook County Criminal Justice Coordinating Council | |||||||||||||||||||
| 9 | is created. The purpose of the Council is: | |||||||||||||||||||
| 10 | (1) To improve the local public safety system's | |||||||||||||||||||
| 11 | responsiveness to the needs of the community. | |||||||||||||||||||
| 12 | (2) To improve the local public safety system's | |||||||||||||||||||
| 13 | cost-effectiveness. | |||||||||||||||||||
| 14 | (3) To coordinate public safety plans, policies, | |||||||||||||||||||
| 15 | operations, and strategies. | |||||||||||||||||||
| 16 | (4) To develop solutions to problems in the | |||||||||||||||||||
| 17 | intergovernmental operation of the public safety system. | |||||||||||||||||||
| 18 | (5) To use evidence-based strategies to address | |||||||||||||||||||
| 19 | critical issues affecting the community and public safety. | |||||||||||||||||||
| 20 | (b) The Council may adopt a further mission and vision | |||||||||||||||||||
| 21 | statement incorporating and expanding on these goals. | |||||||||||||||||||
| 22 | Section 10. Membership; officers; term of office. | |||||||||||||||||||
| |||||||
| |||||||
| 1 | (a) The Membership of the Council shall be as follows: | ||||||
| 2 | (1) the Mayor of Chicago, or the Mayor's designee; | ||||||
| 3 | (2) the Commissioner of Chicago's Family & Support | ||||||
| 4 | Services Department, or the Commissioner's designee; | ||||||
| 5 | (3) the Commissioner of Chicago's Public Health | ||||||
| 6 | Department, or the Commissioner's designee; | ||||||
| 7 | (4) the Executive Director of the Chicago Civilian | ||||||
| 8 | Office of Police Accountability, or the Director's | ||||||
| 9 | designee; | ||||||
| 10 | (5) the President of the Cook County Board, or the | ||||||
| 11 | President's designee; | ||||||
| 12 | (6) the Chief Judge of the Circuit Court of Cook | ||||||
| 13 | County, or the Chief Judge's designee; | ||||||
| 14 | (7) the presiding judge of the Juvenile Justice | ||||||
| 15 | Division of the Circuit Court of Cook County, or the | ||||||
| 16 | presiding judge's designee; | ||||||
| 17 | (8) the presiding judge of the Criminal Division of | ||||||
| 18 | the Circuit Court of Cook County, or the presiding judge's | ||||||
| 19 | designee; | ||||||
| 20 | (9) the presiding judge of the Pretrial Division of | ||||||
| 21 | the Circuit Court of Cook County, or the presiding judge's | ||||||
| 22 | designee; | ||||||
| 23 | (10) the Cook County Sheriff, or the Sheriff's | ||||||
| 24 | designee; | ||||||
| 25 | (11) the Cook County State's Attorney, or State's | ||||||
| 26 | Attorney's designee; | ||||||

| |||||||
| 1 | (12) the Superintendent of the Chicago Police | ||||||
| 2 | Department, or the Superintendent's designee; | ||||||
| 3 | (13) a police chief from the Second Municipal District | ||||||
| 4 | of the Circuit Court of Cook County, appointed by the | ||||||
| 5 | Chief Judge of the Circuit Court of Cook County; | ||||||
| 6 | (14) a police chief from the Third Municipal District | ||||||
| 7 | of the Circuit Court of Cook County, appointed by the | ||||||
| 8 | Chief Judge of the Circuit Court of Cook County; | ||||||
| 9 | (15) a police chief from the Fourth Municipal District | ||||||
| 10 | of the Circuit Court of Cook County, appointed by the | ||||||
| 11 | Chief Judge of the Circuit Court of Cook County; | ||||||
| 12 | (16) a police chief from the Fifth Municipal District | ||||||
| 13 | of the Circuit Court of Cook County, appointed by the | ||||||
| 14 | Chief Judge of the Circuit Court of Cook County; | ||||||
| 15 | (17) a police chief from the Sixth Municipal District | ||||||
| 16 | of the Circuit Court of Cook County, appointed by the | ||||||
| 17 | Chief Judge of the Circuit Court of Cook County; | ||||||
| 18 | (18) the Cook County Medical Examiner, or the Medical | ||||||
| 19 | Examiner's designee; | ||||||
| 20 | (19) the Cook County Public Defender, or the Public | ||||||
| 21 | Defender's designee; | ||||||
| 22 | (20) the Cook County Public Guardian, or the Public | ||||||
| 23 | Guardian's designee; | ||||||
| 24 | (21) one citizen representing a victim's advocacy | ||||||
| 25 | organization, appointed by the Governor; | ||||||
| 26 | (22) one citizen with academic expertise in criminal | ||||||
| |||||||
| |||||||
| 1 | justice, appointed by the Governor; and | ||||||
| 2 | (23) one lay citizen, appointed by the Governor. | ||||||
| 3 | (b) The chair of the Council shall be a citizen member and | ||||||
| 4 | shall be selected by the Council members. The vice-chair shall | ||||||
| 5 | be selected by the Council members. If a vacancy occurs in the | ||||||
| 6 | office of the chair, the vice-chair shall serve as acting | ||||||
| 7 | chair until the next meeting, at which time a permanent chair | ||||||
| 8 | shall be selected. If the vice-chair is a member of the council | ||||||
| 9 | by reason of the holding a governmental position, the | ||||||
| 10 | vice-chair may only serve as acting chair until a new citizen | ||||||
| 11 | chair is selected. | ||||||
| 12 | (c) The council may appoint other officers as designated | ||||||
| 13 | by the Council. | ||||||
| 14 | (d) The terms of Council members who are not holders of | ||||||
| 15 | governmental office or employment shall be for 5 years. The | ||||||
| 16 | terms of a member who hold governmental positions shall be for | ||||||
| 17 | as long as the person holds the position, or, if the position | ||||||
| 18 | on the Council was designated, until there is a new | ||||||
| 19 | appointment by the designator. | ||||||
| 20 | Section 15. Staff; committees. | ||||||
| 21 | (a) Subject to appropriation, the Council shall employ an | ||||||
| 22 | Executive Director and staff as necessary to fulfill the | ||||||
| 23 | purpose of the Council. | ||||||
| 24 | (b) There shall be a 5-member executive committee to | ||||||
| 25 | oversee the Executive Director and staff of the Council. | ||||||

| 1 | (c) There shall be other committees and subcommittees as | ||||||
| 2 | necessary and determined by the Council. | ||||||
| 3 | Section 20. Meetings; information sessions. | ||||||
| 4 | (a) The Council shall meet monthly. Members may | ||||||
| 5 | participate remotely so long as an in-person quorum is | ||||||
| 6 | achieved. Each member of the Council shall be a voting member. | ||||||
| 7 | (b) Meetings may be held by a virtual meeting format | ||||||
| 8 | during a public health emergency or disaster proclamation | ||||||
| 9 | declared by the Governor. | ||||||
| 10 | (c) The Council shall hold public information sessions | ||||||
| 11 | separate from its regular monthly meeting in communities | ||||||
| 12 | around Chicago and Cook County. These sessions shall take | ||||||
| 13 | place at least once a month. In a calendar quarter, at least | ||||||
| 14 | one session shall be in person, one shall be virtual, and one | ||||||
| 15 | shall be a hybrid session of in-person and virtual | ||||||
| 16 | participation. | ||||||
| 17 | Section 25. Reports. | ||||||
| 18 | (a) The Council shall produce an annual public report | ||||||
| 19 | concerning the activities of the Council during the previous | ||||||
| 20 | calendar year. The report shall be submitted to the Governor, | ||||||
| 21 | General Assembly, and public no later than April 1 following | ||||||
| 22 | the end of the prior calendar year. | ||||||
| 23 | (b) The first report shall be filed on April 1, 2024. The | ||||||
| 24 | first report shall cover as much of the previous calendar year | ||||||

| 1 | as the Council operated. | ||||||
| 2 | Section 30. Funding. The Council shall be funded by | ||||||
| 3 | appropriations from the General Assembly and may accept | ||||||
| 4 | federal, State, and local grants for its operations. The | ||||||
| 5 | Council may accept nonprofit support and funding and | ||||||
| 6 | appropriations from other units of local government.
