| 2 | | WHEREAS, It is highly fitting that the Illinois General |
| 3 | | Assembly pays honor and respect to those who have made a |
| 4 | | difference in their community and the State of Illinois; and
|
| 5 | | WHEREAS, South Roxana Fire Chief William "Todd" Werner |
| 6 | | passed away on July 1, 2021, at the age of 48; and
|
| 7 | | WHEREAS, Chief Werner was born in Carlinville on September |
| 8 | | 9, 1972; he was the son of Josie (Fischer) Sparks and the late |
| 9 | | William "Bill" Sparks; he married Sonja Krotz on August 26, |
| 10 | | 2006; and
|
| 11 | | WHEREAS, Chief Werner worked in the fire service for 30 |
| 12 | | years; he joined the South Roxana Fire Department in 1996, |
| 13 | | becoming the chief in 2013; and
|
| 14 | | WHEREAS, Chief Werner had been employed by the Madison |
| 15 | | County Sheriff's Office for the last three years; he was a |
| 16 | | member of the South Roxana Dad's Club and the Madison County |
| 17 | | Emergency Management Association; at the time of his passing, |
| 18 | | he was serving as village trustee for the Village of South |
| 19 | | Roxana; and
|
| 20 | | WHEREAS, Chief Werner is survived by his mother; his wife; |

| 1 | | his sons, Christopher Moore, Devin Moore, and Austin Moore; |
| 2 | | his sister, Carla Lattimore; his many nieces and nephews; and |
| 3 | | other extended family and friends; and
|
| 4 | | WHEREAS, Chief Werner devoted his entire life to public |
| 5 | | service and was the epitome of selfless service to his |
| 6 | | community; therefore, be it
|
| 7 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
| 8 | | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE |
| 9 | | SENATE CONCURRING HEREIN, that we designate Illinois Route 111 |
| 10 | | from New Poag Road to Madison Avenue as "The Chief Todd Werner |
| 11 | | Memorial Highway"; and be it further
|
| 12 | | RESOLVED, That the Illinois Department of Transportation |
| 13 | | is requested to erect at suitable locations, consistent with |
| 14 | | State and federal regulations, appropriate plaques or signs |
| 15 | | giving notice of the name of "The Chief Todd Werner Memorial |
| 16 | | Highway"; and be it further
|
| 17 | | RESOLVED, That suitable copies of this resolution be |
| 18 | | presented to the family of Chief Werner, the South Roxana Fire |
| 19 | | Department, the Village of South Roxana, and the Secretary of |
| 20 | | the Illinois Department of Transportation.
