| 1 | HOUSE JOINT RESOLUTION

| 2 | WHEREAS, Russia has launched an unprecedented military | ||||||
| 3 | assault on Ukraine by land, air, and sea that has already left | ||||||
| 4 | many dead, and the fighting appears to be some of the worst | ||||||
| 5 | conventional warfare Europe has seen since World War II and | ||||||
| 6 | the conflicts in the Balkans in the 1990s; and
| ||||||
| 7 | WHEREAS, Officials in the country believe Russia's plan is | ||||||
| 8 | to overthrow the Ukrainian leadership and install a | ||||||
| 9 | pro-Russian government; and | ||||||
| 10 | WHEREAS, Western leaders were united in their swift and | ||||||
| 11 | strong condemnation of Russia's military action; and
| ||||||
| 12 | WHEREAS, President Joe Biden stated that Russian President | ||||||
| 13 | Vladimir Putin had "committed an assault on the very | ||||||
| 14 | principles that uphold the global peace" and has imposed harsh | ||||||
| 15 | new sanctions on Russia meant to punish the country; and
| ||||||
| 16 | WHEREAS, The United Nations has estimated that | ||||||
| 17 | approximately 100,000 Ukrainians have already been displaced | ||||||
| 18 | as a result of the Russian invasion, and that number could | ||||||
| 19 | ultimately grow to one to five million; and
| ||||||
| 20 | WHEREAS, The international community is making | ||||||
| |||||||
| |||||||
| 1 | preparations to meet the humanitarian needs of those who are | ||||||
| 2 | displaced; and
| ||||||
| 3 | WHEREAS, Central Europe is welcoming Ukrainians, but those | ||||||
| 4 | countries are not currently equipped to handle the volume of | ||||||
| 5 | refugees that are likely to arrive on their borders in the | ||||||
| 6 | coming weeks, and European and U.S. leadership need to help | ||||||
| 7 | build that capacity; and | ||||||
| 8 | WHEREAS, Illinois is a welcoming state to refugees and | ||||||
| 9 | immigrants and home to a strong concentration of Ukrainian | ||||||
| 10 | immigrants and Ukrainian descendants in Chicago's Ukrainian | ||||||
| 11 | Village neighborhood; therefore, be it
| ||||||
| 12 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 13 | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE | ||||||
| 14 | SENATE CONCURRING HEREIN, that we join our federal leadership | ||||||
| 15 | and the international community in condemning Vladimir Putin | ||||||
| 16 | and the unprovoked Russian invasion of Ukraine, we stand in | ||||||
| 17 | support of the Ukrainian community and applaud President | ||||||
| 18 | Biden's strong sanctions on Russia, and we call on the people | ||||||
| 19 | and leadership of our State to dedicate and coordinate | ||||||
| 20 | resources to support the Ukrainian refugees who have been and | ||||||
| 21 | will be displaced due to this conflict.
