| 2 | | WHEREAS, It is highly fitting that the Illinois General |
| 3 | | Assembly pays honor and respect to the truly great individuals |
| 4 | | who have served our country and State and, in doing so, have |
| 5 | | made a difference in their home communities and in the lives of |
| 6 | | those they have encountered; and
|
| 7 | | WHEREAS, Carol Shields was born in Sigourney, Iowa to |
| 8 | | Raymond and Kathlyn (Dwyer) Adrian on November 19, 1938; she |
| 9 | | married Harland K. Shields in Fairfield, Iowa on June 11, |
| 10 | | 1960; and
|
| 11 | | WHEREAS, Carol Shields was a longtime Pekin community |
| 12 | | leader; and
|
| 13 | | WHEREAS, Carol Shields began her working career as an |
| 14 | | x-ray technician at Pekin Hospital after earning an associate |
| 15 | | degree from St. Joseph Hospital in Ottumwa, Iowa; as one of |
| 16 | | Pekin's biggest cheerleaders, she also served as executive |
| 17 | | director of the Pekin Area Chamber of Commerce from 1996 to |
| 18 | | 2001; and |
| 19 | | WHEREAS, Volunteerism was at the forefront of Carol |
| 20 | | Shields's life; she served as chair of the Pekin Hospital |
| 21 | | Board of Directors and of the Pekin Hospital Foundation Board |

| 1 | | and was a catalyst for numerous projects at Pekin Hospital; |
| 2 | | she was a founding member of the Pekin Transportation |
| 3 | | Committee, which helped bring the Veterans Drive corridor to |
| 4 | | fruition; she was a past president of the Pekin Area Chamber of |
| 5 | | Commerce, a past chair of the Pekin 1st Committee, and a |
| 6 | | longtime emcee for the Puttin' on Pekin Breakfasts; and |
| 7 | | WHEREAS, Carol Shields served the City of Pekin on the |
| 8 | | Human Rights Advisory Board and on the Economic Development |
| 9 | | Advisory Committee; she was a longtime member of the Kiwanis |
| 10 | | and SCORE and served as a Cincinnati Township Trustee; she was |
| 11 | | a Fourth of July Fireworks organizer in Pekin and a past grand |
| 12 | | marshal of the Pekin Marigold Festival; she served on the |
| 13 | | boards of the United Way of Pekin, Advanced Medical Transport, |
| 14 | | and Commerce Bank; she was vice president of the Highland |
| 15 | | Woods Board and was a former volunteer with the Cub Scouts/Boy |
| 16 | | Scouts, Build Pekin, Newcomers, the Cancer Fund, and the |
| 17 | | Junior League; and |
| 18 | | WHEREAS, In 1996, Carol Shields was chosen as Illinois |
| 19 | | REALTORS President, making her the fourth woman to hold the |
| 20 | | position in the association since its founding in 1916; and |
| 21 | | WHEREAS, Carol Shields was also known for her involvement |
| 22 | | with the Peoria Area Association of REALTORS and the National |
| 23 | | Association of REALTORS; and

| 1 | | WHEREAS, Since joining Illinois REALTORS in 1976, Carol |
| 2 | | Shields served on numerous committees, including 14 as chair; |
| 3 | | those leadership positions included the Make America Better |
| 4 | | Committee, the RPAC Fundraising Committee, the Inaugural |
| 5 | | Banquet Committee, RPAC Trustees, the Jurisdiction Committee, |
| 6 | | the Finance Committee, the Leadership Committee, the Local |
| 7 | | Association Relationships Committee, the Nominating Committee, |
| 8 | | the Executive Committee, the Credentials Working Group, and |
| 9 | | the Advisory Council; and
|
| 10 | | WHEREAS, Carol Shields was a member of St. Joseph Catholic |
| 11 | | Church in Pekin; and |
| 12 | | WHEREAS, Carol Shields is survived by her sons, Doug and |
| 13 | | Dave (Lori) Shields; her granddaughter, Katelyn (Austin) |
| 14 | | McDougall; her step-grandchildren, Alex Golden, Ted Golden, |
| 15 | | and Cassandra (Daniel) Freed-Pastor; her great-granddaughter, |
| 16 | | Sarah Freed-Pastor; her brother, Jerry (Judy) Adrian; her |
| 17 | | nieces, Carrie (Mark) Danner and Kristen (Dominic) Whiston; |
| 18 | | and her nephew, Denver (Juleen) Adrian; therefore, be it
|
| 19 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
| 20 | | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE |
| 21 | | SENATE CONCURRING HEREIN, that we designate IL Route 29 in |
| 22 | | Pekin (8th Street) from Kennedy Drive to Edgewater Drive as |
|

| 1 | | the "Carol Shields Memorial Highway"; and be it further |
| 2 | | RESOLVED, That the Illinois Department of Transportation |
| 3 | | is requested to erect, at suitable locations consistent with |
| 4 | | State and federal regulations, appropriate plaques or signs |
| 5 | | giving notice of the name "Carol Shields Memorial Highway"; |
| 6 | | and be it further
|
| 7 | | RESOLVED, That suitable copies of this resolution be |
| 8 | | presented to the family of Carol Shields and the Secretary of |
| 9 | | Transportation.
