| 2 | WHEREAS, The members of the Illinois House of | ||||||
| 3 | Representatives wish to commend David A. Northern Sr. on his | ||||||
| 4 | contributions to his community and the State through his work | ||||||
| 5 | for the Housing Authority of Champaign County; and
| ||||||
| 6 | WHEREAS, David Northern Sr. was born and raised in Gary, | ||||||
| 7 | Indiana; he earned his Master of Public Affairs from Indiana | ||||||
| 8 | University Northwest and his Bachelor of Science in Accounting | ||||||
| 9 | from Ball State University; he holds a Certificate in Housing | ||||||
| 10 | and Community Development for the completion of the Executive | ||||||
| 11 | Education Program from the University of Maryland, a Graduate | ||||||
| 12 | Certificate in Public Management from Indiana University | ||||||
| 13 | Northwest, and a Certificate from the Institute for Innovative | ||||||
| 14 | Leadership Development; he completed the NeighborWorks | ||||||
| 15 | Achieving Excellence Program offered through Harvard | ||||||
| 16 | University and was certified as a Rental Housing Development | ||||||
| 17 | Finance Professional by the National Development Council; and
| ||||||
| 18 | WHEREAS, For more than 25 years, David Northern Sr. has | ||||||
| 19 | developed a distinguished career in federal housing assistance | ||||||
| 20 | programs, including urban planning and policy development; he | ||||||
| 21 | has served as the executive director and chief executive | ||||||
| 22 | officer of the Housing Authority of Champaign County (HACC) in | ||||||
| 23 | Champaign since April 2018; in this position, he is | ||||||

| |||||||
| 1 | responsible for administrative and professional oversight in | ||||||
| 2 | planning, directing, and coordinating the HACC's varied and | ||||||
| 3 | complex Housing and Community Development Programs while | ||||||
| 4 | ensuring compliance with HUD regulations; and
| ||||||
| 5 | WHEREAS, David Northern Sr. is currently the senior vice | ||||||
| 6 | president of the Public Housing Authority Directors | ||||||
| 7 | Association (DC), which represents roughly 2,000 housing | ||||||
| 8 | authorities throughout the nation; he also serves as the | ||||||
| 9 | Illinois vice president of Members Services of the National | ||||||
| 10 | Association of Housing and Redevelopment Officials (NAHRO), a | ||||||
| 11 | trustee of the Champaign Fire Pension Board, and a member of | ||||||
| 12 | the OSF HealthCare Heart of the Mary Foundation Council; he | ||||||
| 13 | formerly served as an elected member of the Board of Education | ||||||
| 14 | for Community Consolidated School District 46, a secretary of | ||||||
| 15 | the Lake County (IL) Sheriff's Office Merit Commission, and a | ||||||
| 16 | member of the Special Education District of Lake County | ||||||
| 17 | Executive Board; and
| ||||||
| 18 | WHEREAS, David Northern Sr. has received numerous awards | ||||||
| 19 | during his illustrious career, including being named as | ||||||
| 20 | Citizen of the Year by Omega Psi Phi fraternity's Chicagoland | ||||||
| 21 | members in 2018 and being named as an honoree (USA) for the | ||||||
| 22 | Wheatle Peart 2018 Global Business Ball; he was awarded the R. | ||||||
| 23 | Delacy Peters Lifetime Achievement Award for dedication to | ||||||
| 24 | federal housing in 2018 and the Most Influential African | ||||||

| 1 | American of Lake County Award in 2015; he has been featured in | ||||||
| 2 | a number of publications, including Ball State University's | ||||||
| 3 | alumni magazine, the Chicago Peoples Voice newspaper, and | ||||||
| 4 | Ebony magazine; and
| ||||||
| 5 | WHEREAS, David Northern Sr. will complete his time at the | ||||||
| 6 | helm of the Housing Authority of Champaign County on January | ||||||
| 7 | 28, 2021; he will next serve as the new president and CEO of | ||||||
| 8 | the Housing Authority's Birmingham Division in Birmingham, | ||||||
| 9 | Alabama; therefore, be it
| ||||||
| 10 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 11 | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 12 | we commend David A. Northern Sr. on his work for the Housing | ||||||
| 13 | Authority of Champaign County and wish him well in his future | ||||||
| 14 | endeavors; and be it further

| 15 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 16 | presented to David Northern Sr. as an expression of our esteem | ||||||
| 17 | and respect.
