| 2 | WHEREAS, The members of the Illinois House of | ||||||
| 3 | Representatives are sadden to learn of the death of longtime | ||||||
| 4 | Barrington resident and philanthropist Richard S. Pepper, who | ||||||
| 5 | passed away on January 28th, 2021; and
| ||||||
| 6 | WHEREAS, Richard Pepper was born on June 23rd, 1930; he | ||||||
| 7 | attended Northwestern University in Evanston where he met his | ||||||
| 8 | wife Roxelyn (Roxy) in 1949; and
| ||||||
| 9 | WHEREAS, After the unexpected passing of his father and | ||||||
| 10 | founder of Pepper Construction, Stacy F. Pepper, Richard | ||||||
| 11 | Pepper assumed the role of president of the company in 1957 at | ||||||
| 12 | just 27 years old; and
| ||||||
| 13 | WHEREAS, Together with his wife, Richard Pepper grew the | ||||||
| 14 | Chicago-based firm into a nationally recognized contractor; | ||||||
| 15 | and
| ||||||
| 16 | WHEREAS, Richard Pepper was responsible for several | ||||||
| 17 | suburban landmarks being built, including Nordstrom stores at | ||||||
| 18 | Woodfield Mall and the Old Orchard Shopping Center, corporate | ||||||
| 19 | headquarters for Kraft in Northfield and Grainger in Lake | ||||||
| 20 | Forest, and hospital projects such as Advocate Condell's West | ||||||
| 21 | Tower addition in Libertyville and Central DuPage Hospital's | ||||||
| |||||||
| |||||||
| 1 | bed tower addition in Winfield; he also built the Village Hall | ||||||
| 2 | in Barrington Hills in the 70s with no cost to the taxpayers; | ||||||
| 3 | and
| ||||||
| 4 | WHEREAS, Richard Pepper held several leadership positions | ||||||
| 5 | in the construction industry, including serving as president | ||||||
| 6 | of the Associated General Contractors of America in 1983 and | ||||||
| 7 | as chairman of the Chicago and Northeast Illinois District | ||||||
| 8 | Council of Carpenters Apprentice and Trainee Program; and | ||||||
| 9 | WHEREAS, Richard and Roxy Pepper were major financial | ||||||
| 10 | backers of the Barrington Historical Society and helped launch | ||||||
| 11 | the Pepper Family Tree House at Citizens Park, among many | ||||||
| 12 | other things; and | ||||||
| 13 | WHEREAS, Richard and Roxy Pepper were honored several | ||||||
| 14 | times for their philanthropic work, including in 2017 for | ||||||
| 15 | supporting Maryville's Center for Children and by the Illinois | ||||||
| 16 | Humanities Council with a Studs Terkel Humanities Service | ||||||
| 17 | Award 2016; and | ||||||
| 18 | WHEREAS, In 2001, Richard and Roxy Pepper became the first | ||||||
| 19 | couple to be awarded the Northwestern Medal of Honor; and | ||||||
| 20 | WHEREAS, Richard Pepper is survived by his loving wife of | ||||||
| 21 | 69 years, Roxy; his five children, Stan (Chris) Pepper, Lynda | ||||||

| 1 | (Bob) Bollman, Richard Pepper, Lisa Pepper, and Scot Pepper; | ||||||
| 2 | his 18 grandchildren; and his 18 great-grandchildren; | ||||||
| 3 | therefore, be it

| 4 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 5 | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 6 | we mourn the passing of Richard S. Pepper and extend our | ||||||
| 7 | sincere condolences to his family, friends, and all who loved | ||||||
| 8 | and knew him; and be it further
| ||||||
| 9 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 10 | presented to the family of Richard Pepper as an expression of | ||||||
| 11 | our deepest sympathy.
