| 2 | | WHEREAS, The members of the Illinois House of |
| 3 | | Representatives wish to congratulate Joy A. Swoboda, Ed.D., on |
| 4 | | the occasion of her retirement as superintendent of Woodland |
| 5 | | Community Consolidated School District 50; and
|
| 6 | | WHEREAS, Dr. Swoboda began her career in education as a |
| 7 | | second grade teacher and teacher leader in Carol Stream in |
| 8 | | Community Consolidated School District 93; and
|
| 9 | | WHEREAS, Dr. Swoboda was a leader in the Woodland |
| 10 | | Community Consolidated School District 50 for 25 years; she |
| 11 | | began her administrative career as an assistant principal at |
| 12 | | the intermediate school; she then served as principal of the |
| 13 | | elementary school; and
|
| 14 | | WHEREAS, Dr. Swoboda earned her Doctor of Educational and |
| 15 | | Policy Studies from Northern Illinois University in 2000; that |
| 16 | | same year, she became assistant superintendent of Educational |
| 17 | | Services; and
|
| 18 | | WHEREAS, Dr. Swoboda was named the first female |
| 19 | | superintendent of Woodland District 50 in 2004, where she |
| 20 | | remained until her retirement; and
|

| 1 | | WHEREAS, During her tenure as superintendent, Dr. Swoboda |
| 2 | | led a relentless focus on continuous organizational |
| 3 | | improvement and doing what was in the best interests of the |
| 4 | | students, their families, and the staff; and
|
| 5 | | WHEREAS, Dr. Swoboda oversaw four district strategic plans |
| 6 | | and a number of programs and initiatives, including the Dual |
| 7 | | Language Instructional program, Woodland Inspires 1:1 |
| 8 | | tradigital technology initiative, full day kindergarten, a |
| 9 | | breakfast program, reduction in class size, and adjustment in |
| 10 | | school start times for optimal student learning; she guided a |
| 11 | | long-range facility plan of air conditioning at the elementary |
| 12 | | and primary schools to optimize school facilities for use by |
| 13 | | community groups and agencies, which was recognized with |
| 14 | | Leadership in Energy and Environmental Design (LEED) |
| 15 | | certification; she also oversaw the beginning of solar |
| 16 | | projects at the schools, which were completed in the fall of |
| 17 | | 2020; and
|
| 18 | | WHEREAS, Under Dr. Swoboda's leadership, the district saw |
| 19 | | increased student achievement, a staff retention rate of over |
| 20 | | 90%, the highest level of "Financial Recognition Status" by |
| 21 | | the Illinois State Board of Education for seven of her last |
| 22 | | eight school years, and ratings of AA+ from Standard and Poors |
| 23 | | and Aa2 from Moody's since 2013; she also worked with several |
| 24 | | outside organizations, including the Gurnee Park District, Boy |

| 1 | | Scouts, Girl Scouts, and Healthy Community Healthy Youth, on a |
| 2 | | number of initiatives supporting the Gurnee area; therefore, |
| 3 | | be it
|
| 4 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
| 5 | | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 6 | | we congratulate Joy A. Swoboda, Ed.D., on her retirement as |
| 7 | | superintendent of Woodland Community Consolidated School |
| 8 | | District 50 and wish her many happy, healthy retirement years; |
| 9 | | and be it further
|
| 10 | | RESOLVED, That a suitable copy of this resolution be |
| 11 | | presented to Dr. Swoboda as an expression of our esteem and |
| 12 | | respect.
