| 2 | | WHEREAS, The members of the Illinois House of |
| 3 | | Representatives wish to congratulate Chief Curt W. Barker on |
| 4 | | the occasion of his retirement from the Macomb Police |
| 5 | | Department; and
|
| 6 | | WHEREAS, Chief Barker earned both of his degrees, a |
| 7 | | Bachelor of Science in Law Enforcement and Justice |
| 8 | | Administration in 1992 and a Master of Arts in Law Enforcement |
| 9 | | and Justice Administration in 2010, from Western Illinois |
| 10 | | University; in addition to attending numerous law enforcement |
| 11 | | related classes, he graduated from the Public Safety Police |
| 12 | | Staff and Command Course, session #323, at Northwestern |
| 13 | | University in 2012; he was given the designation of Certified |
| 14 | | Police Chief by the Illinois Association of Chiefs of Police; |
| 15 | | and
|
| 16 | | WHEREAS, Chief Barker served in the U.S. Army Reserves for |
| 17 | | over 20 years, which included two tours in Iraq; he was awarded |
| 18 | | the Bronze Star Medal; he retired at the rank of major; and
|
| 19 | | WHEREAS, Chief Barker began his law enforcement career as |
| 20 | | a patrol officer with the Macomb Police Department in 1994; he |
| 21 | | was promoted to sergeant in 2001; he was then promoted to |
| 22 | | lieutenant in 2004; immediately after his promotion to |
|

| 1 | | lieutenant, he was appointed deputy chief and served in that |
| 2 | | capacity until his appointment as chief of police in 2009; he |
| 3 | | has held numerous additional duties within the Macomb Police |
| 4 | | Department, including as department training officer, master |
| 5 | | firearms instructor, field training officer, juvenile officer, |
| 6 | | honor guard member, and Explorers Program advisor; he also |
| 7 | | served as an adjunct instructor of Criminal Justice coursework |
| 8 | | at Western Illinois University from 2017 to 2020; and
|
| 9 | | WHEREAS, During his tenure as police chief, Chief Barker |
| 10 | | trained and led a department that responds to every call with |
| 11 | | professionalism, formulated and set forth work practices and |
| 12 | | procedures to improve police operations, oversaw the |
| 13 | | accreditation of the department, saved the city of Macomb |
| 14 | | thousands of dollars through budget cutting measures, obtained |
| 15 | | grants to further offset costs and fund programs, implemented |
| 16 | | programs such as the Strategic Response Team and the Explorers |
| 17 | | Program, and coordinated department activities with local, |
| 18 | | State, and federal law enforcement agencies; and
|
| 19 | | WHEREAS, Chief Barker belongs to a number of |
| 20 | | organizations, including the International Association of |
| 21 | | Chiefs of Police, the Illinois Association of Chiefs of |
| 22 | | Police, the Central Illinois Association of Law Enforcement |
| 23 | | Executives, the Fraternal Order of Police Lodge #189, American |
| 24 | | Legion Post #6, and Veterans of Foreign Wars Post #1921; and
|

| 1 | | WHEREAS, Chief Barker further serves his community in |
| 2 | | several ways, including as treasurer of the McDonough County |
| 3 | | Emergency Telephone Systems Board, as a member of the |
| 4 | | McDonough County Quality of Life Committee, as treasurer of |
| 5 | | the McDonough County/Macomb Communications Board, as a member |
| 6 | | of the Community University Partnership Program (CUPP), and as |
| 7 | | a volunteer with the Shop with a Cop program; therefore, be it
|
| 8 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
| 9 | | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 10 | | we congratulate Chief Curt W. Barker on the occasion of his |
| 11 | | retirement from the Macomb Police Department, and we commend |
| 12 | | him for his 27 years of service to his community and the State |
| 13 | | of Illinois; and be it further

| 14 | | RESOLVED, That a suitable copy of this resolution be |
| 15 | | presented to Chief Barker as an expression of our esteem and |
| 16 | | respect.
